Description

Dear Sir/Madam:

The Philippine National Railways (“PNR”) Bids and Awards Committee invites all interested suppliers to submit their price quotation for the “Procurement of Various Electrical Materials for the Use of PNR”. The Alternative Method of Procurement of Negotiated Procurement pursuant to Section 53.9 (Small Value Procurement) of the Revised Implementing Rules and Regulations of Republic Act No. 9184 shall be employed.

Delivery Schedule: Within 15 Calendar days upon receipt of Purchase Order

Please submit your price quotation using the Price Quotation Form (Form No. 1) for the above-mentioned project together with the following documents on or before 03 July 2025 at 1:00 pm at 2ND Floor PNR Executive Building, Mayhaligue Street, Tondo, Manila.

a. Valid Mayor’s Permit
b. PhilGEPS Registration Number; and
c. Original Copy of Omnibus Sworn Statement, supported with Notarized Secretary’s Certificate or Special Power of Attorney

**Note:
• A valid and current Certificate of Platinum Membership with PhilGEPS may be submitted in lieu of items a and b.

Quotations must be valid for a period of ninety (90) calendar days from the date of submission.

Award shall be made to the lowest quotation which complies with the minimum technical specifications and other terms stated herein.

All the provisions of RA No. 9184 and its 2016 revised IRR, including the Generic Procurement Manual, and associated issuances, constitute the primary source for the terms and conditions of the Contract, and thus, applicable in this negotiated procurement and up to contract implementation. Herein clauses- terms and conditions, shall serve as the secondary source for the terms and conditions of the Contract.

The PNR reserves the right to accept or reject any bid, to annul the bidding process and to reject all bids at any time prior to Contract Award, without thereby incurring any liability or obligation to the affected bidder.
