Description
1.The NIA-QUEZON IRRIGATION MANAGEMENT OFFICE through the GAA CY 2024 intends to apply the sum of THREE MILLION SIX HUNDRED FOUR THOUSAND THREE HUNDRED SEVENTY SEVEN PESOS & 68/100 (P 3,604,377.68) being the Approved Budget for the Contract (ABC) to payments for Construction of Canal Lining ,Canal Structure and Procurement and Delivery of 7Hp Engine motor coupled 3 "x 3" diameter pump with Accessories of Various Irrigation System of Quezon IMO located in Tiaong, Sariaya, & Lucena City, Quezon with Project Identification No. 4AQ-VAR-24-052. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2.The NIA-QUEZON IRRIGATION MANAGEMENT OFFICE now invites bids for the above Procurement Project. Completion of the Works is required within 180 calendar days. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

3.Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.

4.One-time group site inspection is scheduled on June 24, 2025, 8:00 AM. The meeting place will be at NIA Quezon Irrigation Management Office, Lucena City , Quezon at 7:00 AM. Certificate of Site inspection will be submitted prior to purchasing of bidding documents. As stated in the bidding documents that “Bidders, by the act of submitting its bid shall be deemed to have inspected the site, determined the general characteristics of the contracted works and the conditions for this project. Site inspection is necessary in coming up of a responsive bid.

5.Interested bidders may obtain further information from NIA-QUEZON IRRIGATION MANAGEMENT OFFICE and inspect the Bidding Documents at the address given below from 8:00 AM up to 5:00 PM.

6.A complete set of Bidding Documents may be acquired by interested bidders upon presentation of Letter of Intent (LOI), PhilGEPS Registration, renewed PCAB License with “Small B” in Irrigation and Flood Control-IAC Certificate of Registration, renewed and valid Mayor’s / Business Permit, Tax Clearance, DTI Registration Certificate or SEC Registration Certificate and Certificate of Site Inspection issued by the Quezon IMO Manager and upon payment at the NIA-Quezon IMO Cashier of a non-refundable fee in the amount of Five Thousand Pesos (P 5,000.00).

7.The NIA-QUEZON IRRIGATION MANAGEMENT OFFICE will hold a Pre-Bid Conference on Friday, June 27, 2025, 10:00 AM at the NIA-Quezon IMO Bids and Awards Committee Conference Room, Lucena City, Quezon that will be open only to all interested parties who have purchased Bidding Documents.

8.Bids must be duly received by the BAC Secretariat through manual submission at the office address as indicated below on or before Wednesday, July 9, 2025 at 10:00 AM. Late bids shall not be accepted.

9.All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 15.

10.Bid opening shall be on Wednesday, July 9, 2025 at 10:01 AM at the given address below. Bids will be opened in the presence of invited observers, bidders, or its duly authorized representative who choose to attend the activity.

11.The NIA-QUEZON IRRIGATION MANAGEMENT OFFICE reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
