CONCRETING OF FARM-TO-MARKET ROAD AT BRGY. ESCODA, MARCOS, ILOCOS NORTE
1.The BARANGAY GOVERNMENT OF ESCODA, MARCOS, ILOCOS NORTE through the DSWD KC KKB-CDD (GOP) intends to apply the sum of SEVEN MILLION FOUR HUNDRED NINETEEN
THOUSAND TWO HUNDRED FORTY PESOS AND 04/100 (Php 7,419,240.04) being the Approved Budget for the Contract (ABC) to payments under the contract for the
above stated project. Bids received in excess of the ABC shall be automatically rejected at bid opening.
2.The BARANGAY GOVERNMENT OF ESCODA, MARCOS, ILOCOS NORTE now invites bids for the above Procurement Project.

Completion of Works required is within Sixty Seven (67) calendar days. Bidders should have completed a contract similar to the Project. The description of
an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instruction to Bidders).
3.Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the Approved
Implementing Rules and Regulations (IRR) of Republic Act No. 12009.
Bidding is restricted to Filipino Citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding
capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights
or privileges to Filipino citizens, pursuant to RA No. 5183.
4.Prospective bidders may obtain further information from Bids and Awards Committee and inspect the Bidding Documents at the address given below starting
June 6, 2025 at 9:00 A.M. to 5:00 P.M., Monday to Friday excluding holidays and non-working days.
5. A complete set of Bidding Documents may be acquired by interested bidders on June 6, 2025 to June 30, 2025 from the given address and website below,
upon payment of nonrefundable fee, pursuant to the latest Guidelines issued by GPPB, in the amount of Ten Thousand Pesos (Php 10,000.00) to the Office of
the Barangay Treasurer. The Procuring Entity shall allow the bidder to personally submit the proof of payment for the required fees.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the
Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
6.If a person other than the general manager or sole proprietor acquires bidding documents for or represents the company, a duly notarized Secretary’s
Certificate or Special Power of Attorney (whichever is applicable) delegating such authority to the person is necessary. Failure to present aforementioned
will not be issued order of payment.
7.The BARANGAY GOVERNMENT OF ESCODA,MARCOS, ILOCOS NORTE will hold a Pre-Bid Conference[ May be deleted in case the ABC is less than One Million Pesos
(PhP1,000,000) where the Procuring Entity may not hold a pre-bid conference. ] on June 18, 2025; 10:00 A.M. at the Barangay Hall of Escoda, Marcos, Ilocos
Norte which shall be open to prospective bidders.
8.Bids must be duly received by the BAC Secretariat through manual submission at the office address as indicated below on or before June 30, 2025 at 10:00
A.M. Late bids shall not be accepted.
9.All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.
10.Bid opening shall be on June 30, 2025 at 10:00 A.M. at the Barangay Hall of Escoda, Marcos, Ilocos Norte. Bids will be opened in the presence of the
bidders’ representatives who choose to attend the activity.
11.Other Information:
Bid Evaluation - July 1, 2025 @ 10:00 A.M.
Post Qualification - July 3, 2025 @ 10:00 A.M.
12.The BARANGAY GOVERNMENT OF ESCODA, MARCOS reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any
time prior to contract award in accordance with Sections 64 and 70 of the Approved IRR of RA No. 12009, without thereby incurring any liability to the
affected bidder or bidders.
