INVITATION FOR NEGOTIATED PROCUREMENT

1. In view of two (2) failed public biddings, the City Government of Kidapawan Bids and Awards Committee (BAC) invites interested bidders to participate in the negotiation for the Supply and Delivery of Portable Anthropometric Tool for Height & Length Board and 25kg Hanging Weighing Scale to Help Achiever Data Accuracy of Children’s Nutritional Status for the use of City Health Office (Nutrition Section) with an Approved Budget for the Contract (ABC) in the sum of Two Hundred Fifteen Thousand Pesos (Php215,000.00). Bids received in excess of the ABC for each lot shall be automatically rejected at bid opening. Delivery of the Goods is required Fifteen (15) calendar days.
For more details on this project, please refer to attached Schedule of Requirements and Technical Specifications.
2. Interested bidders may obtain further information from Bids and Award Committee Office, 2nd Floor, City Convention Hall, JP Laurel St. Kidapawan City and inspect the Bidding Documents at the address given below from 8:00 am to 5:00 pm, Mondays to Fridays starting March 31, 2025.
3. A complete set of Bidding Documents may be acquired by interested bidders on March 31, 2025 to April 3, 2025 at 10:00 am from given address and website/s below.

It may also be down loaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and may refer at www.kidapawancity.gov.ph provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

4. The Following eligibility and Technical documents as well as the Financial Proposal Form (ANNEX C) shall be submitted on or before April 3, 2025, 10 o’clock in the morning at the Bids and Awards Committee (BAC) Office, 2nd Floor, City Convention Hall, JP Laurel St. Kidapawan City
a. Certificate of PhilGEPS Registration (Platinum),
b. Bid Security issued in favor of the City Government of Kidapawan shall be either in the following forms and amount:

(i) 5% of the ABC, if surety bond with certification from the Insurance Commission that such insurance company is authorized to issue such security.
(ii) 2% of the ABC, if bid security is Cash Bond.
(iii) Bid Securing Declaration
(iv) Any combination of the fore going proportionate to the share of form with respect to total amount of security.

c. Compliance with the Technical Specifications;
d. Omnibus Sworn Statement;
e. Net Financial Contracting Capacity (NFCC)and
f. Authority of the Signatory (in case of representative)

5. Bids must be duly received by the BAC Secretariat at the address below on or before April 3, 2025 at 10:00 am at the Bids and Awards Committee (BAC) Office, 2nd Floor, City Convention Hall, JP Laurel St. Kidapawan City. Late bids shall not be accepted
6. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.

7. Bid opening shall be on April 3, 2025 at 10:00 am at Bids and Award Committee Office, 2nd Floor, City Convention Hall, JP Laurel St. Kidapawan City. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.

8. The City Government of Kidapawan reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
