Description

The Barangay Tuyan, City of Naga, Cebu through the Bids and Awards Committee (BAC) hereby invites all interested PhilGEPS registered contractors, and bidders to submit proposals and bids for the project. Bidders should have completed a contract similar to this Project, equivalent to at least fifty percent (50%) of the ABC. The description of an eligible bidder is contained in the Bidding Documents, particularly in Section II. Instruction to Bidders.

3. Bidding will be conducted through an open competitive bidding procedure using non-discretionary pass/fail criterion as specified in the Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Act.”

4. Bidding is restricted to Filipino citizen/sole proprietorships, partnerships, corporations or organizations with at least sixty (60%) interest or outstanding capital stock belonging to citizens of the Philippines and to citizen or organizations of a country the laws or regulations of which grants similar rights or privileges to Filipino citizens pursuant to RA 5183 and subject to Commonwealth Act 138.

6. Interested eligible bidders may obtain further information from the BAC Secretariat and inspect the Bidding Documents at the address given below from 8:00 A.M. to 5:00 P.M., Monday to Friday. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the non-refundable fee for the Bidding Documents not later than the submission of their bids.

7. The Pre-Bid Conference shall be opened to all interested parties. Bidders are encouraged to raise all their queries about the project/s concerned during the said conference. Bids shall be submitted in sealed envelopes labeled as per stated in the Bid Data Sheet. Bids will be opened in the presence of the bidders or its authorized representatives who choose to attend the proceeding. Late Bids shall not be accepted.

8. An Affidavit of Site Inspection issued by the City Planning and Development Office, 2nd floor, City Hall Bldg., City of Naga, Cebu, will form part of the Technical Requirement, during the Submission & Opening of Bids. Please coordinate with the above-mentioned office at telephone numbers 272-6655/272-6656 local 140, 141, or 148, for the schedule.

9. The Barangay Tuyan, City of Naga, Cebu through the BAC reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
