CONSTRUCTION OF MULTI-PURPOSE COVERED COURT AT WASHINGTON PARK HOMES 3, BRGY. WASHINGTON, ESCALANTE CITY, NEGROS OCCIDENTAL
1. The National Housing Authority (NHA), through the NG Subsidy for CY 2024 intends to apply the sum of ₱ 4,210,764.79 being the Approved Budget for the
Contract (ABC) to payments under the contract for Ref. No. INF-2024-004: Construction of Multi-purpose Covered Court at Washington Park Homes 3, Brgy.
Washington, Escalante City, Negros Occidental. Bids received in excess of the ABC shall be automatically rejected at bid opening.
2. The NHA through the Regional Office Bids and Awards Committee – Region VI (ROBAC VI) now invites bids for the hereunder Works:

Contract Duration : 200 Calendar Days
Required PCAB License : Category “C & D” and “Small B” for Building
Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly,
in Section II (Instructions to Bidders).
3. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the 2016 revised
Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184.
4. Interested bidders may obtain further information from ROBAC VI and inspect the Bidding Documents at NHA Region VI, 2nd floor, Barcelona Building,
Plazuela de Iloilo, Sen. Benigno Aquino Ave., Mandurriao, iloilo City or NHA Negros Occidental District Office, Lot 98, Block 12, Pahanocoy Sites and
Services Phase 2, Brgy. Pahanocoy, Bacolod City, Negros Occidental from 9:00 am to 4:00 pm. The ROBAC Secretariat may be contacted at Tel. No. 327-7217 or
through nha.robac6@gmail.com.
5. A complete set of Bidding Documents may be acquired by interested bidders who can show proof of authority to secure bid documents for the specific
project duly notarized and Official Company ID upon submission of Letter of Intent (LOI), presentation of PCAB License and upon cash payment of
non-refundable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of ₱5,000.00 starting on September 27,
2024 – October 18, 2024 (9:00 a.m. to 4:00 p.m.) until October 21, 2024 before the deadline of the Submission and Opening of bids at the NHA Negros
Occidental District Office, Lot 98, Block 12, Pahanocoy Sites and Services Phase 2, Brgy. Pahanocoy, Bacolod City, Negros Occidental. The Procuring Entity
shall allow the bidder to present its proof of payment for the fees in person.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and NHA’s official
website nha.gov.ph, provided that bidders shall pay the applicable fee for the Bidding Documents on or before the submission of bids.
6. The NHA will hold a Pre-Bid Conference on October 07, 2024, 1:00 p.m., through physical attendance at the Conference Room, 2nd floor, NHA Negros
Occidental District Office, Lot 98, Block 12, Pahanocoy Sites and Services Phase 2, Brgy. Pahanocoy, Bacolod City, Negros Occidental, which shall be open
to all bidders.
7. Bids must be duly received by the ROBAC Secretariat through manual submission at the Conference Room, 2nd floor, NHA Negros Occidental District Office,
Lot 98, Block 12, Pahanocoy Sites and Services Phase 2, Brgy. Pahanocoy, Bacolod City, Negros Occidental on or before October 21, 2024, 1:00 p.m. Late bids
shall not be accepted.
8. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 15.
9. Bid opening shall be on October 21, 2024, 1:00 p.m. at Conference Room, 2nd floor, NHA Negros Occidental District Office, Lot 98, Block 12, Pahanocoy
Sites and Services Phase 2, Brgy. Pahanocoy, Bacolod City, Negros Occidental. Bids will be opened in the presence of the bidders’ representatives who
choose to attend the activity.
10. The NHA reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in
accordance with Sections 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability
to the affected bidder or bidders.
