Assignment Title: Consultancy for the Development of Training Programs for School heads, Teachers, and Community leaders (Junior Consultant)

Reference No. (CBCS-CS-IND-007 and CBCS-CS-IND-008)

The Consortium of Bangsamoro Civil Society, Inc. has received financing from the World Bank toward the cost of 2.7 million dollars (US$ 2.7M) and intends to apply part of the proceeds for consulting services.

The consulting services for the “Development of Training Programs for School Heads, Teachers, and Community Leaders (Senior Consultant)” referred to as the “service” is responsible for developing an appropriate design for a Capacity Training Program for School Heads and Teachers based on Training Needs Analysis and Promote and strengthen partnership building among key stakeholders involved in this project.

The consultant shall provide the following services within 40 days spread throughout the 3-year project, commencing from the effective date of an agreement:

The Junior Training Specialist will support the Senior Training Specialist in identifying training needs and developing training materials for the project.

  • Assist in conducting needs assessment and analyzing training requirements,
  • Research and gather relevant information on training materials and resources.
  • Contribute to the design and development of training programs under the guidance of the Senior Training Specialist.
  • Coordinate logistics for training sessions, including scheduling, and participant communication.
  • Provide administrative support in maintaining training records and documentation.
  • Assist in evaluating training effectiveness and gathering feedback for improvement.
  • Collaborate with the Senior Training Specialist and other team members to ensure training initiatives are aligned with the project’s objectives.

III. Deliverables

  • 100 school heads and 600 teachers gain practical skills and knowledge on the management. mitigation measures to encourage children to stay in school and for their parents to support their children’s school participation.
  • Design and implement a Training Needs Assessment tool that can be used as a baseline measurement and guide for individuals undertaking the course.
  • Develop the design and implement a training course for school heads and teachers for school-based management of mitigation measures.
  • Develop the design and implement a parallel training course for parents and community leaders for a community-managed mitigation measure.
  • Develop indicators for the success of the application of training courses.

The Consortium of Bangsamoro Civil Society, Inc., now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • At least 5-7 years of experience in monitoring and evaluation of internationally funded/nationally executed development programs and projects.
  • Experience in designing tools and strategies for data collection, analysis, and production of reports.
  • Proven ICT skills, especially in the development of MIS software for the database.
  • Expertise in analyzing data using statistical software.
  • Strong training and facilitative skills.
  • Familiarity with the Bangsamoro socio-economic political context, particularly in Lanao del Sur and Maguindanao.
  • Preferably can understand and speak Maguindanaoan, Maranao, and Teduray languages.
  • With a good track record especially working in multi-cultural contexts requiring sensitivity to culture, gender, inclusion, peace, and conflict dynamics.
  • With a proven track record of adherence to the “Do no Harm” policy

The assignment"s detailed Terms of Reference (TOR) are attached to this request for expression of interest.

The attention of interested Consultants is drawn to Section III, paragraphs, 3, 14, 3, 16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers’ dated November 2020, (Procurement Regulations”) setting forth the World Bank’s policy on conflict of interest.”

A Consultant will be selected in accordance with the Competitive Selection of Individual Consultants method set out in the Procurement Regulations.
