Description
1. The [Local Government Unit of Inopacan, Leyte], through the [5% Special Trust Fund (STF) of the Local Disaster Risk Reduction and Management Fund (LDRRMF) intends to apply the sum of [One Million Nine Hundred Eleven Thousand Nine Hundred Ninety-Two Pesos Only and 76/100 (Php 1,911,992.76)] being the Approved Budget of the Contract (ABC)to payments under the contract for the [Procurement of Emergency Transport Vehicle]. Bids and received in excess of the ABC shall be automatically rejected at the bid opening.

2. The [Local Government Unit of Inopacan, Leyte] now invites bids for the [Procurement of Emergency Transport Vehicle].

3. Delivery of Goods is required [30 calendar days after contract signing]. Bidders must have at least one (1) contract that is similar to the project to be bid. The description on an eligible bidder is contained in the Bidding Documents, particularly in Section II. Instructions to Bidders.

4. Bidding will be conducted through an open competitive bidding procedure using a non-discretionary “pass/fail” criterion as a specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184 otherwise known as ‘Government Procurement Reform Act”.

5. Bidding is restricted to Filipino citizens/sole proprietorship, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country, the laws and regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138.

6. Interested bidders may obtain further information from the [Bids and Awards Committee of LGU – Inopacan, Leyte] and inspect the Bidding Documents at the address given below during [office hours at 8:00 A.M. to 5:00 P.M.].

7. A complete set of Bidding Documents may be purchased by interested bidders on [May 25, 2024 to June 14, 2024] from the address below and upon payment of a non-refundable fee in the amount of [Five Thousand Pesos (PhP 5,000.00)].

Bids must be delivered to the address below on or before [June 14, 2024 at 10:00 A.M.]. All bids must be accompanied by a bid security in any of the acceptable forms in the amount stated in the ITB Clause 18.2.

8. Bid opening shall be on [June 14, 2024 at 10:00 A.M.] at the [Conference Room, New Municipal Building, Poblacion, Inopacan, Leyte]. Bids will be opened in the presence of the bidder’s representatives who choose to attend at the address below. Late bids shall not be accepted.

9. The [Local Government Unit of Inopacan, Leyte] reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
