INVITATION TO BID FOR THE PROCUREMENT OF DRUGS AND MEDICINES FOR CAF PB 2024
1. The Cagayan Valley Medical Center (CVMC),through the General Appropriations Act (GAA) 2024 intends to apply the sum of One Million Seven Hundred Eighty
Six Thousand Two Hundred Fifty Pesos (Php 1,786,250.00) being the ABC to payments under the contract Supply and Delivery of Drugs and Medicines for Cancer
Assistance PB 2024 with PhilGEPs IB No. 10835178. Bids received in excess of the ABC shall automatically be rejected at bid opening.
2. The Cagayan Valley Medical Center (CVMC) SBAC now invites bids for the above Procurement Project. Delivery of the Goods is required by ten (10) days
upon receipt of Purchase Order (PO). Prospective Bidders should have completed a contract similar to the project within the last two (2) years prior to the
date of submission and receipt of bids. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II
(Instructions to Bidders).
3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016
revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.
Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the 2016 revised IRR of RA No.
9184.
4. Prospective Bidders may obtain further information from CVMC SBAC Office and inspect the Bidding Documents at the address given below during 8:00
am-5:00 pm Mondays to Fridays except holidays.
5. A complete set of Bidding Documents may be acquired by interested Bidders on May 16, 2024 to June 04, 2024 from the given address and website(s) below
and of Five Thousand Pesos (P 5,000.00). The Procuring Entity shall allow the bidder to present its proof of payment for the fees. Payment of bidding
documents fee may be made through bank deposit in the following Account name and number:

6. The Cagayan Valley Medical Center will hold a Pre-Bid Conference on April 18, 2024 2:00PM at CVMC Board room, 3rd Floor thru hybrid set-up (

7. Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below on or before June 04, 2024, 2:00 pm at
the CVMC Boardroom, 3rd Floor. Late bids shall not be accepted.
8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14.
9. Bid opening shall be on June 04, 2024, 2:00 pm, CVMC Boardroom, 3rd Floor and/or via Zoom Meeting ID: 845 6893 4578 Passcode: 920820. Bids will be
opened in the presence of the bidders’ representatives who choose to attend the activity.
Bidders shall enclose their eligibility and technical documents in one sealed envelope marked “ORIGINAL, COPY 1 and COPY 2 - TECHNICAL COMPONENT” and
the “ORIGINAL, COPY 1 and COPY 2- FINANCIAL COMPONENT” in another sealed envelope respectively. These envelopes containing the original and the copies
shall then be enclosed in one single envelope.
10. The CVMC reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in
accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or
bidders.
