REQUEST FOR EXPRESSION OF INTEREST:

JUNIOR SOLID WASTE MANAGEMENT (SWM) SPECIALIST

The Metro Manila Development Authority (MMDA) has received financing from the World Bank (WB) and Asian Infrastructure Investment Bank (AIIB) toward the cost of the Metro Manila Flood Management Project – Phase I (MMFMP) and it intends to apply part of the proceeds for hiring an individual consultant that will serve as a Junior Solid Waste Management (SWM) Specialist for the project.

The Metropolitan Manila Development Authority (MMDA) now calls for the submission of Expressions of Interest (EOIs) for the procurement of services of a Junior Solid Waste Management (SWM) Specialist who shall serve as the technical support to the Senior SWM Specialist, in the development, monitoring, and evaluation of SWM programs, projects, and activities under MMFMP Component 2.

The Terms of Reference (TOR) may be acquired by interested consultants from the Bids and Awards Committee (BAC) Secretariat located at 9th Floor, Supply and Property Division MMDA New Bldg. Dona Julia Vargas Avenue Corner Molave Street, Barangay Ugong, Pasig City, from 8:00 AM to 5:00 PM, Mondays to Fridays starting on 23 February 2024.

Interested consultants must submit their Expression of Interest (EOI), Curriculum Vitae (CV), and Eligibility Documents to the BAC Secretariat on or before 1 March 2024. Application for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion in accordance with the Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers. The Junior Solid Waste Management (SWM) Specialist contract is open to all interested consultants from eligible source countries as defined in the applicable guidelines of the World Bank (Section 1. 11 – Eligibility).

The BAC shall draw up the Shortlist of Consultants from those who have submitted their EOIs, CVs, and eligibility documents and have been determined as eligible in accordance with the provisions of the Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers.

The criteria and rating system for shortlisting are as follows:

General Education (15%) General education, training, and overall work experience

Adequacy for the Project (75%) Relevant education and relevant training

Language and relevant experience (10%) Relevant experience in the region and knowledge of local culture

The selection of candidates will be conducted in accordance with relevant procedures of Section V. Selection of Individual Consultants of the World Bank Guidelines – Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers.

The MMDA reserves the right to reject any and all EOIs, declare a failure of procurement, or not award the contract at any time prior to contract awarding in accordance with Section 19 of the WB Guidelines and Section 41 of RA 9184 and its IRR without thereby incurring any liability to the affected consultants.
