Description
1. The Municipality of Valencia, Negros Oriental, through the 20% DF-CY 2023 intends to apply the sum of One Million Seventy-Seven Thousand Four Hundred Twenty Pesos and 46/100 Only (₱ 1,077,420.46) being the Approved Budget for the Contract (ABC) to payments under the contract for Improvement/Development of Tourist Attraction (Perimeter Fence of Existing Municipal Plaza Fountain, 3 Units Rain Curtain Waterfalls & Stair Waterfalls).
Bids received in excess of the ABC shall be automatically rejected at bid
opening.

2. Perimeter Fence of Existing Municipal Plaza Fountain

2. The Municipality of Valencia, Negros Oriental now invites bids for the above procurement project. Completion of the Works is required to be completed not later than Seventy-Five (75) Calendar Days. Bidders should have completed, within Five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly in Section II (Instruction to Bidders.)

3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184.

Bidding is open to all local interested bidders, subject to the conditions for eligibility provided in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184.

4. Interested bidders may obtain further information from Municipality of Valencia Bids and Awards Committee and inspect the Bidding Documents at the address given below from, Monday-Friday, 8am-5pm.

5. A complete set of Bidding Documents may be acquired by interested bidders from the address below and upon payment of nonrefundable fee for the Bidding Documents in the amount of Five Thousand Pesos (₱ 5,000.00).

It may also be downloaded free of charge from the website of the Philippine Government Procurement System (Philgeps), provided that bidders shall pay the fee for the Bidding Documents not later than the submission of their bids.

The Municipality of Valencia will hold a Pre-Bid Conference on February 5, 2024 @ 2:00 PM at BAC Office, which shall be open only to all interested parties.

6. Bids must be delivered to the address below on or before the deadline of submission and duly received by the BAC Secretariat on February 19, 2024 at BAC Office, Valencia Negros Oriental. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.

Bid Opening Shall be on February 19, 2024 @ 2:00 PM at the BAC Office. Late bids shall not be accepted.

7. The Municipality of Valencia reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
