The Department of Agrarian Reform (DAR) has received financing from the World Bank toward the cost of the Support to Parcelization of Individual Titling and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include assisting the Senior Procurement Specialist and Director for the Administrative Services in the planning, strategizing, evaluation, and proper documentation of all the procurement activities under the project in accordance with the World Bank (WB) Procurement Regulations and RA 9184 Implementing Rules and Regulations (IRR) for twelve (12) months renewable yearly starting December 7, 2023.

The Department of Agrarian Reform now invites eligible individual consultants to indicate their interest in providing the Services. Interested Consultant should provide information demonstrating that s/he has the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

• Must be a holder of Bachelor’s Degree related to Information Technology or Computer Science;
• A Graduate Degree is an advantage;
• Five (5) years of experience in Designing and Establishing Database utilizing a Relational Database Management System (RDBMS), preferably for a National Government Agency, with at least two (2) projects previously handled;
• Five (5) years of experience in varied Binary Large Objects and Geographic Information System (GIS) Spatial Data Formats with, at least, two (2) projects previously handled;
• Five (5) years of experience in Standard Data Model Tools; and,
• Five (5) years of experience in Structured Query Language and various Data Handling Tools (Data Manipulation Languages [DML] and Data Definition Languages [DDL]).

The attention of interested consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Competitive Selection of Individual Consultants method set out in the Procurement Regulations.
