Process of Online Submission of Bids

- Following Government Procurement Policy Board (GPBB) Resolution No. 09-2020, the Institute for Labor Studies
(ILS) has adopted the electronic submission and receipt of bids for procurement modalities where a two-envelope
procedure or sealed price quotation is required in accepting bids from prospective suppliers/bidders. It is applicable in public Bidding, Small Value Procurement and Shopping posted in the PhilGEPS.

- For the online submission of bids, the documents should be compressed in zip, rar or 7z format with password
protection. The password must have a minimum of six (6) and a maximum of eight (8) characters and should be in alphanumeric format, or a combination of letters and numbers (example: 1bid4r). Submitted bidding documents not in a compressed archive format and not password protected shall be automatically rejected.

- The password for accessing the file shall be disclosed by the Bidders only during the actual bid opening which may be done in person or face-to-face through videoconferencing, webcasting or similar technology. The bidders must be ready with their passwords, and promptly forward the said password to the BAC Secretariat through video conferencing chat function as soon as their company names are called during the scheduled bid opening via video conferencing.

- Each bidder will be given only two chances to open their bid. Unopened and corrupted files would automatically be disqualified.

- The Bidders must only assign a password for the folder of their bid. There is no need to set a password to each file for easy access and opening.

- Submitting online bids is through the “Online Submission of Bids (OSB)” facility found on the official website of the institute at www.ils.dole.gov.ph
