Invitation to Bid for the Fabrication of One Set Movable Basketball Board with Ring, CITY OF ALAMINOS, PANGASINAN
1. The Sangguniang Kabataan of Victoria, City of ALAMINOS, PANGASINAN through its Development Fund intends to apply an amount of ONE HUNDRED NINETY FIVE
THOUSAND EIGHT HUNDRED FORTY NINE (Php195,849.00) PESOS ONLY being the Approved Budget for the Contract (ABC) for payment under the contract for the
Fabrication of One Set Movable Basketball Board with Ring, Barangay Victoria, CITY OF ALAMINOS, PANGASINAN. Bids received in excess of the ABC shall be
automatically rejected at bid opening.
2. The SANGGUNIANG KABATAAN OF VICTORIA, CITY OF ALAMINOS, PANGASINAN now invites bids for the Fabrication of One Set Movable Basketball Board with Ring,
bARANGA vICTORIA, CITY OF ALAMINOS would have completed a contract similar to the Project. The description of an eligible bidder is contained in the
Bidding Documents, particularly, in Section II. Instructions to Bidders.
3. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the Implementing Rules
and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”.
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least seventy five percent (75%) interest or
outstanding capital stock belonging to citizens of the Philippines.
4. Interested bidders may obtain further information from the SANGGU NIANG KABATAAN OF VICTORIA, CITY OF ALAMINOS, PANGASINAN and inspect the Bidding
Documents at the address given below frrom June 19-26, 2023
5. The SANGGUNIANG KABATAAN OF VICTORIA, CITY OF ALAMINOS, PANGASINAN will hold a Pre-Bid Conference on June 22, 2023, 10:00 A.M. at 2nd Floor,
Multi-Purpose Hall Building, Barangay Victoria, City of Alaminos, Pangasinan.
6. A complete set of Bidding Documents may be purchased by interested Bidders upon payment of a non-refundable fee for the Bidding Documents in the amount
of Five Thousand Pesos Only (Php500.00) at the BAC Secretariat, 2nd Floor, Multi-Purpose Hall , Barangay Victoria, City of Alaminos, Pangasinan.
Bidding Documents may also be downloaded from the website of the Philippine Government Electronic Procurement System (PhilGEPS) provided that bidders shall
pay the fee for the Bidding Documents prior to the submission of bids.
7. Bids must be delivered on or before June 26, 2023 , 9:30 A.M. at the 2nd Floor, Multi-Purpose Hall, Barangay Victoria, City of Alaminos, Pangasinan. All
bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in Section 27 of the Revised IRR of RA 9184. Late bids
shall not be accepted.
8. Bid opening shall be on June 26, 2023 , 10:00 A.M. at 2nd Floor, Multi-Purpose Hall Building, City of Alaminos, Pangasinan. Bids will be opened in the
presence of the bidders’ or bidders’ representatives who choose to attend at the address above.
9. The mode of payment is Progress Billing and advance payment is allowed in an amount not exceeding fifteen percent (15%) of the contract price shall be
made only upon the submission to and acceptance by the procuring entity of an irrevocable standby letter of credit of equivalent value from a commercial
bank, a bank guarantee or a surety bond callable upon demand, issued by a surety or insurance company duly licensed by the Insurance Commission.
10. The amount of Performance Security shall be not less than the required percentage of Total Contract Price:
• Ten percent (10%) for Cash or cashier’s/manager’s check issued by a Universal or Commercial Bank;
• Ten percent (10%) for Bank draft/guarantee or irrevocable letter of credit issued by a Universal or Commercial Bank;
• Thirty percent (30%) for Surety bond callable upon demand issued by a surety or insurance company duly certified by the Insurance commission as
authorized to issue such security.
11. The Amount of Warranty Security shall be not less than the required percentage of the Total Contract Price:
• Five percent (5%) if warranty security is in Cash or Letter of Credit issued by a Universal or Commercial Bank;
• Ten percent (10%) if warranty security is in Bank Guarantee confirmed by a Universal or Commercial Bank;
• Thirty percent (30%) if warranty security is in Surety Bond.
12. The SANGGUNMIANG KABATAAN OF VICTORIA, CITY OF ALAMINOS, PANGASINAN reserves the right to accept or reject any bid, to annul the bidding process, and
to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
