Description

1. The COCONUT INDUSTRY INVESTMENT FUND – SAN PABLO MANUFACTURING CORPORATION (SPMC), through the approved Corporate Budget for the Year 2023 intends to
apply the sum of THREE MILLION THREE HUNDRED FORTY-NINE THOUSAND THREE HUNDRED THIRTY-THREE AND 49/100 PESOS (Php 3,349,333.49) inclusive of all applicable
government taxes, being the Approved Budget for the Contract (“ABC”) to payments under the Contract for the PROCUREMENT OF VARIOUS FOOD ADDITIVES OF
SAN PABLO MANUFACTURING CORPORATION. The Detailed ABC is as follows:

Bids received in excess of the ABC prescribed above, whether per item, per lot or for the entire procurement project, shall be automatically rejected at
bid opening.
2. The COCONUT INDUSTRY INVESTMENT FUND – SAN PABLO MANUFACTURING CORPORATION (SPMC) now invites bids for the above Procurement Project. Delivery of the
Goods is required on the dates specified in the schedule of requirements. Bidders should have completed, within FIVE (5) YEARS from the date of submission
and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in
Section II (Instruction to Bidders).
3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016
revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.
a. Bidding is restricted to Filipino citizen/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding
capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights
or privileges to Filipino citizens, pursuant to RA No. 5183.
4. Prospective Bidders may obtain further information from Coconut Industry Investment Fund – San Pablo Manufacturing Corporation and inspect the Bidding
Documents at the address given below during 9:00 A.M. to 4:00 P.M. (except on Saturdays, Sundays and Holidays).
5. A complete set of Bidding Documents may be acquired by interested Bidders on May 15, 2023 from the given address and website(s) below and upon payment
of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of:
ABC Per Lot Bidding Documents Fee
For Lot/s Having an Aggregate ABC of Php 500,000 and below Php 500.00
For Lot/s Having an Aggregate ABC of more than Php 500,000 but not more than Php 1 Million Php 1,000.00
For Lot/s Having an Aggregate ABC of more than Php 1 Million but not more than Php 5 Million Php 5,000.00
The Procuring Entity shall allow the bidder to present its proof of payment for the fees in person, by facsimile, or through electronic means.
[Note: For lot procurement, the maximum fee for the Bidding Documents for each lot shall be based on its ABC, in accordance with the Guidelines issued by
the GPPB; provided that the total fees for the Bidding Documents of all shall not exceed the maximum fee prescribed in the Guidelines for the sum of the
ABC of all lots.]
6. The COCONUT INDUSTRY INVESTMENT FUND- SAN PABLO MANUFACTURING CORPORATION (SPMC) will hold the Pre-Bid Conference on 21 June 2023, 1:30pm at CIIF-OMG,
Rizal Conference, 16th Floor, Securities and Exchange Commission Headquarters (formerly UCPB Building), Makati Avenue, Makati City and/or through video
conferencing or webcasting via Zoom Application (Meeting ID: 849 5908 2838 ; Passcode: 541109) which shall be open to prospective bidders.
7. Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below on or before 03 July 2023 at 12:30 pm.
Late bids shall not be accepted.
8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14.
9. Bid opening shall be on 03 July 2023 at 1:30 pm through a hybrid set-up, i.e., bidders may wish to participate through video conferencing via Zoom
Application (Meeting ID: 823 5834 9060 Passcode: 657792) or be physically present at CIIF-OMG, Rizal Conference Room 16th Floor Securities and Exchange
Commission Headquarters (formerly UCPB Building), Makati Avenue, Makati City.
10. The COCONUT INDUSTRY INVESTMENT FUND – SAN PABLO MANUFACTURING CORPORATION (SPMC) reserves the right to reject any and all bids, declare a failure of
bidding, or not award the contract at any time prior to contract award in accordance with Section 35.6 and 41 of the 2016 revised IRR of RA 9184, without
thereby incurring any liability to the affected bidder or bidders.
