Invitation to Bid for PANITIAN SMALL IRRIGATION PROJECT
Sofronio Española, Palawan

1. The NIA - Palawan Irrigation Management Office, through the General Appropriation Act (GAA) 2019 intends to apply the sum of Nine Hundred Sixty Thousand Eight Hundred Twenty-Eight Pesos and 80/100 (960,828.80) being the Approved Budget for the Contract (ABC) to payments under the contract for Procurement, Delivery and Commissioning of 7.5HP Diesel Engine Centrifugal Pumps of Panitian SIP, Sofronio Española, Palawan with Contract Number PALIMO-MODIFIED-PANITIAN-1M-CY23-01. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The Palawan Irrigation Management Office now invites bids for the above Procurement Project. Delivery of the Goods is required by thirty (30) calendar days. Bidders should have completed from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.

a. Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the 2016 revised IRR of RA No. 9184.

4. Prospective Bidders may obtain further information from Bids and Award Committee of Palawan Irrigation Management Office, Rafols Road, Sta. Monica, Puerto Princesa City and inspect the Bidding Documents at the address given below during Monday-Friday at 8:00 am to 5:00 PM.

5. A complete set of Bidding Documents may be acquired by interested bidders on March 29, 2023 from given address and website/s below and upon presentation of Letter of Intent, Business/Mayors Permit, and upon payment of non-refundable fee for the Bidding Documents amounting to One Thousand Pesos (1,000.00). The Procuring Entity shall allow the bidder to present its proof of payment for the fees in person or through electronic means.

6. The Palawan Irrigation Management Office will hold a Pre-Bid Conference on April 4, 2023, Tuesday, at 10:00 AM at the Conference Hall of NIA- Palawan IMO, Sta. Monica, Puerto Princesa City which shall be open to prospective bidders.

7. Bids must be duly received by the BAC Secretariat through manual submission at the office address as indicated below on or before 10:00 AM on April 14, 2023, Friday. Late bids shall not be accepted.

8. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.

9. Bid opening shall be on 10:01 AM on April 14, 2023, Friday at the given address below. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity provided that a Special Power of Attorney will be presented.

10. The NIA – Palawan Irrigation Management Office reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
