Assignment Title: Monitoring and Evaluation Specialist

The Independent Government of Papua New Guinea (GoPNG) has received financing from the World Bank, in the amount of US$90 million for the Child Nutrition and Social Protection Project (the Project). The Project seeks to promote the demand for and utilization of high-impact health and nutrition services as well as the uptake of critical positive nutrition behaviors, early stimulation, and positive childcare practices among households with pregnant women and mothers with children under 2 years (first 1,000-day). Among the three components of the Project, the National Department of Health (NDOH) will lead the implementation of the Project’s Component 1 activities which are within the purview of the health sector. Component 2 will be implemented by the Department for Community Development and Religion (DfCDR), and Component 3 will be implemented by the Department of Justice and Attorney General (DJAG).
NDOH is seeking to recruit a qualified and experienced Monitoring and Evaluation (M&E) Specialist to implement and progress monitoring, evaluation and learning activities under Component 1 of the CNSP project. The M&E Specialist will play a key role in developing the M&E strategy in accordance with the project’s Result Framework, monitoring project progress, implementing M&E activities and contributing to project reporting and build capacity of NDoH staff and Sub-grantees.
The assignment is expected to be part-time, requiring an estimated level of effort of 120 working days over a 12-month period, combining both on-site and remote inputs. The initial contract will be for 12 months, including a six-month probationary period. Subject to satisfactory performance and budget availability, the contract may be extended annually, up to the Project’s anticipated closing date of December 31, 2027.
NDOH now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers, dated November 2020”, setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations (Section VII, paragraphs 7.34 to 7.37 refers).
