Assignment Title: Monitoring and Evaluation Specialist

Reference No.: PG-NDOH-500040-CS-INDV

The Independent Government of Papua New Guinea (GoPNG) has received financing from the World Bank, in the amount of US$90 million for the Child Nutrition and Social Protection Project (the Project). The Project seeks to promote the demand for and utilization of high-impact health and nutrition services as well as the uptake of critical positive nutrition behaviors, early stimulation, and positive childcare practices among households with pregnant women and mothers with children under 2 years (first 1,000-day). Among the three components of the Project, the National Department of Health (NDOH) will lead the implementation of the Project’s Component 1 activities which are within the purview of the health sector. Component 2 will be implemented by the Department for Community Development and Religion (DfCDR), and Component 3 will be implemented by the Department of Justice and Attorney General (DJAG).

NDOH is seeking to recruit a qualified and experienced Monitoring and Evaluation (M&E) Specialist to implement and progress monitoring, evaluation and learning activities under Component 1 of the CNSP project. The M&E Specialist will play a key role in developing the M&E strategy in accordance with the project’s Result Framework, monitoring project progress, implementing M&E activities and contributing to project reporting and build capacity of NDoH staff and Sub-grantees.

The assignment is expected to be part-time, requiring an estimated level of effort of 120 working days over a 12-month period, combining both on-site and remote inputs. The initial contract will be for 12 months, including a six-month probationary period. Subject to satisfactory performance and budget availability, the contract may be extended annually, up to the Project’s anticipated closing date of December 31, 2027.

NDOH now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process.

The criteria for selecting the Consultant are:

  • A bachelor’s degree may be accepted only if the candidate has at least 15 years of directly relevant M&E experience.
  • At least 10 years of professional experience in monitoring and evaluation, with a focus on health and/or social sector programs.
  • Experience on at least one donor-funded project (e.g., World Bank, ADB), with demonstrated understanding of relevant M&E procedures, tools, and reporting requirements.
  • Demonstrated experience in:
  • Designing M&E frameworks and indicators.
  • Developing or managing data collection tools and systems.
  • Producing analytical M&E reports that inform decision-making.
  • Fluency in English, with strong written and oral communication skills.
  • Proficiency in Microsoft Excel and familiarity with at least one M&E software or platform (e.g., Kobo Toolbox, DHIS2, or similar).

Desirable:

The following are not mandatory, but will strengthen the candidate’s application:

  • Work experience in Papua New Guinea or the Pacific region.
  • Familiarity with M&E related to social protection or gender-based violence services.
  • Experience developing or managing Management Information Systems (MIS) for M&E.
  • Demonstrated ability to conduct M&E training or mentoring for government or implementing partners.
  • Experience coordinating or working with multi-stakeholder groups, including government agencies, NGOs, CSOs, and donors.
