The Government of the Independent State of Papua New Guinea has requested financing from the World Bank, in the amount of US$90 million for the Child Nutrition and Social Protection Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the engagement of a Procurement Specialist to support the Project Coordination Unit (PCU), under DJAG, to manage and implement all Project-related procurement activities that operationalize a project management team to prepare necessary project related documents and pilot new project interventions to inform and refine the final project design and implementation arrangements to enable the implementation of the CNSP Project as soon as possible following the Project’s effectiveness. During Project implementation, the procurement specialist will provide procurement and contract management support to DJAG and the Department for Community Development and Religion (DFCDR) to manage and implement all Project-related procurements and deliver training on procurement and contract management to Project and DJAG/DFCDR staff on an ongoing basis. Support provided will include in-country presence as well as overseas support as and when necessary.
The initial assignment is for 40 days of periodic input during the project preparation phase, including an estimated 10 days of in-country support (one 10-day visits to PNG). Subject to satisfactory performance and the availability of funding, the assignment may be extended for up to 180 days of periodic input, including in-country support, during Project implementation. Additionally, the assignment could be further extended (by agreement between the parties) if there is a need, the consultant’s performance has been satisfactory, and there is availability of financing. The expected start date of the assignment is July 2023.

The Department of Justice and Attorney General now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach a curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (4th Edition) November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations (Section VII, paragraphs 7.34 to 7.37 refers).
