BACKGROUND

The Government of Khyber Pakhtunkhwa has received financing from the World Bank towards the cost of the Khyber Pakhtunkhwa Human Capital Investment Project (KP-HCIP) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include recruitment, deployment, and management of qualified healthcare personnel to support BEmONC-designated health facilities in the districts of Peshawar, Swabi, Haripur, and Nowshera. The assignment will be completed within Six (06) months after the signing of the contract and shall include:

• Recruitment and deployment of qualified healthcare staff at designated BHUs/RHCs to ensure availability of maternal, newborn, and child health services.
• Organizing orientation and training for deployed staff in accordance with approved clinical protocols and government guidelines.
• Providing supportive supervision, clinical mentorship, and coordination with district health authorities and facility management.
• Managing human resource administration, including payroll processing, attendance monitoring, and replacement of staff when required.
• Monitoring staff performance and service delivery, maintaining records, and submitting regular progress and performance reports.

The Project Management Unit (PMU) of KP-HCIP now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

SHORTLISTING CRITERIA

The shortlisting criteria are:

• General experience in the health sector, including at least five (05) years of experience in training programs, health operations, or institutional setup in line with ToRs.
• Experience in at least two (02) similar assignments of comparable complexity involving clinical and/or public health trainings for government or donor-funded projects. Relevant contracts or completion certificates must be provided in line with ToRs.
• Experience working with government institutions and/or development partners, including familiarity with donor-funded project implementation arrangements.
• Demonstrated technical, managerial, and organizational capacity to undertake the assignment.
• Technical and logistical capacity to implement training activities across multiple districts.

Detailed evaluation of financial capacity, staffing arrangements, and proposed key experts will be carried out at the Request for Proposals (RFP) stage.

KEY ELIGIBILITY REQUIREMENTS:

Consulting firms from all countries are eligible in accordance with the World Bank Procurement Regulations for IPF Borrowers (July 2016, revised November 2017, July 2018, November 2020, September 2023, February 2025 and September 2025).

• Firms may associate with other firms to enhance their qualifications in the form of a joint venture or sub-consultancy. In the case of a joint venture, all partners shall be jointly and severally liable for the contract.
• Firms must demonstrate adequate organizational and institutional capacity to undertake the assignment.
• Availability of appropriate human resources should be demonstrated; detailed CVs will be requested at the RFP stage.
• Local firms must provide legal registration in Pakistan with valid NTN and KPRA registration.
• Foreign firms will be required to obtain relevant local registrations prior to contract award, not at the Expression of Interest stage.

SELECTION METHOD

A Consulting Firm will be selected in accordance with the Quality- and Cost-Based Selection (QCBS) method with market approach of open international as per the World Bank Procurement Regulations for IPF Borrowers, July 2016, revised November 2017, July 2018, November 2020, September 2023, February 2025 and September 2025 (“Procurement Regulations”). Conflict of Interest provisions under paragraphs 3.14, 3.16, and 3.17 of the Regulations shall apply.

Firms that are shortlisted based on this REOI will be invited to submit detailed technical and financial proposals through a Request for Proposals (RFP). The final selection will be made based on the evaluation of these proposals to identify the most advantageous offer in terms of quality and cost.

SUBMISSION OF EXPRESSIONS OF INTEREST
