• The Government of Sindh has received financing from the World Bank toward the cost of the Sindh Integrated Health and Population Project (SIHPP) and intends to apply part of the proceeds toward payments under the contract for the Establishment of Hospital Based Blood Bank at 02 DHQs Kashmore and Sujawal.

• The Sindh Integrated Health and Population Project (SIHPP) now invites sealed bids from eligible bidders for the Establishment of Hospital Based Blood Bank at 02 DHQs Kashmore and Sujawal. The procurement is divided into the following lots:
• Lot 1: Supply of Bio-Medical and Medical Instruments/Equipment for Blood Bank
• Lot 2: Supply of Furniture, IT Equipment, Power Backup & General Items for Blood Bank

3. Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s Procurement Regulations for IPF Borrowers (November 2020, revised September 2025) (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from Sindh Integrated Health and Population Project (SIHPP), Attention: Procurement Section, Email: pd@sihpp.gos.pk ps@sihpp.gos.pk, and inspect the bidding document during office hours 0900 to 1700 hours at the address given below.

5. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee[1] of 5000 PKR. The method of payment will be Banker’s Cheque / CDR.

6. Bids must be delivered to the address below on or before 25th March 2026 at 14:00 hours (Pakistan Standard Time). Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the Office No.201, Plot No.180-C, Al Murtaza Commercial Lane 2, Phase-VIII, Karachi, at 14:30 hours (Pakistan Standard Time) on 25th March 2026. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.

7. All Bids must be accompanied by a “Bid Security” of:

• Lot 1: PKR 8,000,000 (Pakistani Rupees Eight Million Only)
• Lot 2: PKR 800,000 (Pakistani Rupees Eight Hundred Thousand Only)

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
