• The Islamic Republic of Pakistan has received financing from the World Bank toward the cost of the Electricity Distribution Efficiency Improvement Project (EDEIP) and intends to apply part of the proceeds toward payments under the multiple contracts for Design, Supply and Installation, Testing of Six Nos. 132kV Grid stations along with Transmission Lines, Supply of 9000 Nos Transformer Monitoring System (TMS) along with Related Services For Installation on Distribution Transformers of 200KVA & 100KVA Ratings and 46 Nos. 11KV Feeders:

The current Invitation for Bids is only for the Contract for “Supply of Material for Rehabilitation of 11KV Feeders Lot Wise”.

Lot-I: Supply of 11KV & LT Conductor, Power Cable & Stay Wire.

Lot-II: Supply of PCC Poles

Lot-III: Supply of 11KV & LT Insulators

Lot-IV: Supply of Steel Structures along with Hardware accessories

Lot-V: Supply of Termination Kits, 11KV Outgoing Panels and 11KV Capacitors.

For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

• Multan Electric Power Company (MEPCO) now invites sealed Bids from eligible Bidders for ‘Supply of Material for Rehabilitation of 11KV Feeders Lot Wise’.

Lot-I: Supply of 11KV & LT Conductor, Power Cable & Stay Wire.

Lot-II: Supply of PCC Poles

Lot-III: Supply of 11KV & LT Insulators

Lot-IV: Supply of Steel Structures along with Hardware accessories

Lot-V: Supply of Termination Kits, 11KV Outgoing Panels and 11KV Capacitors.

Bidder may participate in one or multiple lots. Evaluation and award will be on the basis of lots for which they are bidding as further defined in the bidding document

• Bidding will be conducted through International competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 updated November 2020 and is open to all eligible Bidders as defined in the Procurement Regulations
• Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightage shall apply for Rated Criteria including technical and non-price factors: 20 % and for Bid cost: 80 %.
• Interested eligible Bidders may obtain further information from the office of Chief Engineer (Development) PMU MEPCO Multan at the address below during office hours i.e. 08:30Hrs to 16:30 Hrs.
• The eligible Bidders may download the Bidding Document in English at no cost from the websites: www.mepco.com.pk . Bidders opting to download the Bidding Documents from the stated website shall inform MEPCO, in writing at the address given below failing which MEPCO shall not be responsible if they do not receive clarifications and amendments, if any. The documents can also be collected free of cost in person or can be sent by courier services for an additional amount of Rs. 2000/- for domestic delivery and $ 90 or equivalent for international delivery. No liability will be accepted for loss or late delivery of the documents”
• Bids must be delivered to the address below by 11:00Hrs on 27 March 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 27 March 2026 at 11:00Hrs. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
• All Bids must be accompanied by a “Bid Security” of amount mentioned as under: -

Lot-I: - At least US$ 80,000 (Eighty Thousand US Dollar) or at least PKR 22,500,000 (Twenty-Two million and Five Hundred Thousand Rupee only) or its equivalent in a freely convertible currency

Lot-II: - At least US$ 27,000 (Twenty-Seven thousand US Dollar) or at least PKR 7,500,000 (Seven million and Five Hundred Thousand Rupee only) or its equivalent in a freely convertible currency

Lot-III: - At least US$ 7,000 (Seven thousand US Dollar) or at least PKR 2,000,000 (Two million Rupee only) or its equivalent in a freely convertible currency

Lot-IV: - At least US$ 15,000 (Fifteen thousand US Dollar) or at least PKR 4,200,000 (Four million and Two Hundred Thousand Rupee only) or its equivalent in a freely convertible currency

Lot-V: - At least US$ 5,000 (Five thousand US Dollar) or at least PKR 1,400,000 (One Million and Four Hundred Thousand Rupee only) or its equivalent in a freely convertible currency

• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
