The Project Management Unit, Punjab Urban Land Systems Enhancement (PULSE) Project, Govt. of Punjab has received financing from the World Bank toward the cost of the Punjab Urban Land Systems Enhancement (PULSE) Project, and intends to apply part of the proceeds toward payment of Hiring of Consultancy Services for Third Party Monitoring (TPM) To Monitor the Implementation of Environment and Social Safeguard Management Framework (ESMF) and Environment & Social (E&S) Safeguard Plans under PULSE Project (32 Districts).

The objective of Third-Party Monitoring (TPM) is to monitor the implementation and effectiveness of compliance by the PMU/PIU with the ESCP, ESMF (including E-Waste Management Plan, Labor Management Plan, and corresponding E&S Plans such, Security Management Plan, Occupational Health and Safety (OHS) plan/Measures and Gender Based Violence (GBV) Action Plan. The Consulting firm shall work closely with the Project Director and E&S Specialists at PMU-PULSE, BOR.

The PMU-BOR, PULSE now invites eligible consulting firms to indicate their interest in providing the required services as explained in the TORs. Interested firms should provide the following information demonstrating that they have the required qualifications and relevant experience to perform this assignment. Key Experts will not be evaluated at the shortlisting stage. The parameters for evaluating EOI responses are given below: -

• Valid / active registration with income and sales tax authorities / department.

• Having experience of previously conducted minimum five (05) projects of similar nature in managing Environmental and Social Sector consultancies.

• Having Experience of conducting Environmental and Social Assessment, E&S Compliance Monitoring and E&S Audits.
• Preference will be given to those firms which have conducted donor funded projects at national and international Level in the area of monitoring Environmental and Social safeguards frameworks and plans.

Note: The firm must provide the documentary evidence of the assignments carried out.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Consultants’ Qualifications Selection (CQS) set out in the Procurement Regulations.

Expressions of interest must be delivered in written form to the address below (in person, or by post) by or before 11:00 am on 3rd February, 2026.

The following Amendment (Time Extension) in the submission of EOI are hereby modified:
