Assignment Title: Hiring of Technical Expert-I (Individual)

The National Grid Company of Pakistan (NGC) has received financing from the World Bank toward the cost of the World Bank’s Grant Facility for Project Preparation (GFPP) Trust Fund for the Boosting Energy Security through Transmission in Pakistan (BEST-PAK) Program and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include bridging internal technical knowledge gaps, and support the development of front-end engineering design (FEED), technical specifications, and procurement-ready documentation for the planned installation of various reactive-power-compensation and grid-stability devices such as STATCOMs, series compensators, shunt reactors, and switched-capacitor banks. The expert will support other experts and work intermittently for the period of 13 months on a lumpsum (deliverable-based) contract as per engagement pattern given the TORs. The expected commencement date for the services is February 2026.

The NGC now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are mentioned in the TORs.

The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (2025) (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
