The Investment Department, Government of Sindh has received financing from the World
Bank towards the cost of the Competitive and Livable City of Karachi (CLICK) project, and
intends to apply part of the proceeds toward payments under the contract for hiring of
following Individual Consultants.

At least 16 years of education in Software Engineering, Computer Science, or a related field from an HEC-recognized or foreign university.
Minimum 7 years of professional experience in software development (both web-based application and mobile application), preferably on large-scale enterprise-level projects.

The PIU- CLICK now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. The detailed Terms of Reference (TOR) for the assignment can be found at https://business.gos.pk/en/downloads and https://sindhinvestment.gos.pk/download
The above positions will be appointed on contract basis initially till the completion period of the project and may be extended conditionally.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). The criteria for selecting the Consultant are open competitive selection of individual consultants’ method set in the World Bank’s Procurement Regulations for IPF Borrowers 2025.

The attention of interested Consultants is also drawn to relevant paragraph of the World Bank’s Procurement Regulations for IPF Borrowers 2025, setting forth the World Bank’s policy on conflict of interest. Further information can be obtained at the address below during office hours i.e., 0900 to 1700 hours.
Expressions of interest must be delivered in a written form to the address below (in person, or by mail, or by e-mail) by 30th September 2025.
