Government of the Punjab has received financing from the World Bank toward the cost of the Getting Result: Access and Delivery of quality Education Services in Punjab (GRADES-P) Project, and it intends to apply part of the proceeds of this credit to payments under the Contract, Consultancy Service “Hiring of Third-Party Validation (TPV) Firm for Verification of Performance Based Conditions (PBCs) under the World Bank funded Getting Results: Access and Delivery of quality Education Services in Punjab (GRADES-P).
The purpose of the consultancy is to perform third party validation activities as and when requested by the Client upon the reported achievement of the set PBC targets throughout the project"s duration. In addition to verification of PBCs under the GRADES-P Project, the TPV firm will also be responsible for independent verification of triggers relate to reforms in equitable school financing, school-based hiring, enhancement of school council authorities, and strengthening of school leadership and management. The PMU, GRADES-P now invites eligible consulting firms to indicate their interest in providing the required services as explained in the ToR. Interested firms should provide the following information demonstrating that they have the required qualifications and relevant experience to perform this assignment. Key Experts will not be evaluated at the shortlisting stage. The parameters for evaluating EOI responses are given below: -

Applicants are requested to provide only relevant and complete information specific to proposed services and avoid submitting generic promotional literature. Incomplete / generic information will not be considered. The Client reserves the right to withdraw from the hiring process at any time and interested firms are responsible for all costs incurred arising out of, or in relation to this request.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consulting firms may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Firms interested to participate in JV should submit information for each partner, which will be assessed independently regardless of capacity/experience of the other partner. The maximum number of partners in a joint venture (JV) shall not exceed two (02).
A consulting firm will be selected in accordance with the Quality and Cost Based Selection (QCBS) Method set out in the Procurement Regulations.
