  • The Federal Board of Revenue has received financing from the World Bank towards the cost of the Pakistan Raises Revenue Program (PRRP) [P165982] and intends to apply part of the proceeds for the captioned consulting services.
  • Pakistan Customs, under its ongoing modernization and reform program, is establishing a Centralized Assessment Unit (CAU) to facilitate remote assessment of all cross-border trade through the WeBOC system. The CAU will operate on a 24/7 basis in three shifts, enabling standardized processing of imports, exports, and transit operations while minimizing physical interaction. To support this transformation, Pakistan Customs has acquired an existing facility in H-9, Islamabad, comprising approximately 56,000 sq. ft. of built-up area, which will be upgraded to house the CAU along with critical allied functions.
  • The complex will accommodate the Directorate General of Intelligence & Risk Management including the National Targeting Center—and the Directorate General of Reforms & Automation, requiring a secure, efficient, and functionally integrated working environment. The facility also includes hostel and support amenities that will be renovated to meet round-the-clock operational needs. Given the sensitivity of the functions to be co-located at this site, enhanced security, robust ICT infrastructure, and modernized utilities will form an integral part of the redevelopment.
  • Pakistan Customs therefore invites Expressions of Interest from qualified and experienced consulting firms to provide architectural design, space planning, and supervision services for the transformation of the acquired premises into a state-of-the-art, turnkey integrated facility. The selected firm will be responsible for developing a comprehensive design solution, preparing bidding documents, and supporting implementation supervision to ensure the facility is fully functional, secure, and aligned with international best practices.
  • The Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest and can be found at the following website: https://fbr.gov.pk/tenders.
  • The Federal Board of Revenue now invites eligible Consulting Firms ("Consultants"), to indicate their interest in providing the said Services. Interested Consultants should provide the information demonstrating that they have required qualification and relevant experience to perform the Services. The shortlisting criteria are:
  • Core Business and Years in Business:
  • The firm must be legally registered and authorized to operate in Pakistan. The firm must have a proven track record of at least 10 years of experience in providing architectural design, space planning, interior design, project management, and construction/implementation services for institutional, government, or large corporate facilities of similar size and complexity.
  • Relevant Experience:
  • The firm must demonstrate successful completion of at least 3 projects involving full-scope renovation, refurbishment, and development of multi-building complexes, including civil works and system installations.
  • The firm must have knowledge with the relevant Government of Pakistan rules or guidelines for the architectural design.
  • Technical and Managerial capability of the Firm:
  • The Consultant shall confirm that they have the right managerial and technical staff along with experts to perform the Services.
  • The firm must have a multidisciplinary team with qualified and experienced professionals in the fields of architecture, interior design, structural engineering, electrical engineering, mechanical engineering (HVAC), IT infrastructure planning, project management, environmental and social safeguards, and construction management.
  • The firm must provide evidence of financial stability and capacity to undertake a project of this magnitude.
  • The firm must have a strong understanding of relevant building codes, safety regulations, and accessibility standards in Pakistan.
  • The firm must possess necessary professional consulting licenses and permits (design and supervision of construction civil work in Pakistan).
  • Confirmation of free of Conflict of Interest in accordance with Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations” as referred in Point# 7 below.
  • Confirmation of eligibility as defined in paragraphs 3.21-3.24 of the World Bank’s Procurement Regulations as referred in Point# 8 below.
  • The attention of interested Consultant Firms is drawn to Section III, paragraphs, 3.14, 3.16, 3.17 and 3.21, 3.22, 3.23, 3.24 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition September, 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest and Eligibility.
  • Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
  • A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) arrangements described in the Procurement Regulations and to be specifically set out in the Request for Proposals.
  • A virtual Information Session shall be held on 22nd December, 2025 at 1130 Hours PST to familiarize the potential applicants on Terms of Reference (available at https://fbr.gov.pk/tenders) and ensuing procurement process. Interested Consulting Firms may obtain the respective meeting link/ invite via writing an email addressed to the undersigned (Email: procsp.prrp@fbr.gov.pk) between 15th December, 2025 and 21st December, 2025 (latest by 1500 Hours PST).
  • Further information can be obtained at the address below during office hours i.e. 1000 to 1600 hours PST.
  • The Expression of Interest must be delivered in a written form to the address below (in person or by mail, or by e-mail) not later than 1500 hours (Pakistan Standard Time) on 6th January, 2026.
