“HERITAGE AND URBAN REGENERATION IN LAHORE: TOURISM AND LOCAL ECONOMIC DEVELOPMENT IN LAHORE FORT AND ITS BUFFER ZONE”
SUB-PROJECT: URBAN REHABILITATION & INFRASTRUCTURE IMPROVEMENT COMPLETE TAXALI AREA, SCHOOL OF SPECIAL CHILDREN, SPORTS COMPLEX, DIVERSION ROAD AND CONCEALING OF HT & LT WIRES PROJECT
PACKAGE A - FAÇADE REHABILITATION OF PROPERTIES INCLUDING REHABILITATION OF ALI PARK AND TAXALI MOSQUE IN TAXALI AREA, WALLED CITY, LAHORE
1. The Government of Punjab through Government of Pakistan has received funds from Agence Française de Développement ("AFD") towards the cost of Heritage and Urban Regeneration in Lahore: Tourism Development in Lahore Fort and Its Buffer Zone Project. It is intended that part of the funds will be applied, through Project Management Unit (PMU) - Heritage and Urban Regeneration in Lahore (HURL), Punjab Walled Cities & Heritage Areas Authority (PWCA), to eligible payments under the contract for Procurement of Works for Urban Rehabilitation and Infrastructure Improvement Complete Taxali Area, School of Special Children, Sports Complex, Diversion Road and Concealing of HT & LT Wires (Package A - Façade Rehabilitation of Properties including Rehabilitation of Ali Park and Taxali Mosque in Taxali Area, Walled City, Lahore).

2. The Punjab Walled Cities & Heritage Areas Authority now invites Sealed Bids from eligible Bidders for the Rehabilitation Works for “Urban Rehabilitation and Infrastructure Improvement Complete Taxali Area, School of Special Children, Sports Complex, Diversion Road and Concealing of HT & LT Wires” (Package A - Façade Rehabilitation of Properties including Rehabilitation of Ali Park and Taxali Mosque in Taxali Area, Walled City, Lahore) ("the Works").

3. The eligible Bidders may obtain further information from and inspect the bid documents at the office of Project Director, PMU-HURL, PWCA at the address mentioned below, during office hours.

4. The scope of works includes:
a. The conservation and façade rehabilitation of existing buildings along key corridors of Lahore Fort Buffer Zone
b. The comprehensive revitalization of Ali Park. The works include aesthetic restoration of buildings in Ali Park using heritage-compatible materials, landscaping elements, provision of modern recreational & cultural facilities to enhance community engagement and the heritage environment.

5. A complete set of the Bid Documents (soft copy) in English can be obtained by interested bidders on the submission of a written application (in person) along with a USB drive with capacity not less than 2GB or an email to the address mentioned below. The Bid Documents (except Part 2 of 3) can also be downloaded free of charge from PPRA website https://ppra.punjab.gov.pk/, however, complete set of documents, including work requirements, drawings, specifications etc. can only be obtained through methods mentioned above.

6. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of AFD"s Standard Bidding Documents: Procurement of Works.

7. Bids must be delivered to the office of Project Director, PMU-HURL, PWCA at the address mentioned below on or before 11:00 AM on Tuesday, January 27, 2025 and must be accompanied by a bid security of PKR Twenty (20) million in the shape of Bank Guarantee issued by any scheduled bank in Pakistan or Cash Deposit Receipt (CDR) in favor of DG, Walled City of Lahore Authority.

8. Bids will be opened in the presence of Bidders’ representatives who choose to attend at the same day on 11:30 AM hours at the offices of Project Director, PMU-HURL, PWCA at the address mentioned below.

9. The qualification of the Contractor / Joint Venture shall be based on the Least Cost Selection method, following the Single Stage – Two Envelope procedure, among technically substantially responsive bidders. Detailed qualification criteria is available in the Bidding Documents uploaded on PPRA website.
