CAREER OPPORTUNITIES AT “KHYBER PAKHTUNKHWA CITIZEN CENTERED SERVICE DELIVERY

National Database and Registration Authority, Ministry of Interior, Government of Pakistan invites applications from qualified and experienced individuals as an individual consultant for a World Bank funded Project titled “KHYBER PAKHTUNKHWA CITIZEN CENTERED SERVICE DELIVERY”. The services of these consultants are required at Economic Affairs Division – Project Management Unit (EAD-PMU). The qualification and experience required for the posts are as follows:

Monitoring and Evaluation Specialist

(01 Post)




A university degree in Social or Management Sciences, project management, development planning or equivalent.

At least 5 years specific monitoring & reporting experience with minimum of 2 years experience in public sector.

An in-depth understanding of program monitoring and reporting. Practical and updated knowledge of M&E tools and methods.

Should have excellent command on MS Office and preferably analysis softwares like STATA and SPSS.

Preferably a good understanding of Government of Pakistan and World Bank procedures and familiarity with Government structures, operations, and procedures.

Strong familiarity with the country context, including different tiers of government and donor agencies operating in the area of Social Protection.

Written and oral fluency in Urdu and English. Knowledge of any regional language(s) will be considered a big plus.

Good communication, people management, and writing skills.

Proven ability to work in a collaborative, multi-tier team environment.

Management Information System Specialist

(01 Post)

Computer Science, Information Technology or equivalent degree, preferably Masters, from an HEC recognised institution.

At least 5 years post degree experience in relevant field with minimum of 2 years experience in public sector.

Proven experience of successful IT system and network development and operation.

Experience in network and database troubleshooting.

Ability to work in a team environment with aggressive deadlines

Consistently positive and constructive approach to work.

Demonstrates good oral and written communication skills.

Media and Communication Specialist

(01 Post)

Advance degree in communication, public relations, journalism, management sciences or similar discipline.

At least 7-10 years of professional experience in the field of strategic communication.

Experience with international development projects is preferred.

Extensive professional experience in developing public communication programs in support of major policy programs and reforms.

Familiar with Public Sector rules and procedures.

Proven capacity to design tools and instruments for communications.

Strong team skills and proven record of delivering results.

Excellent ability to convert complex issues in simple and clear messages.

Creativity and strong attitude toward both independent and team work.

Pro-active and provided with good capacity of working under pressure.

Ability to interact effectively across social and ethnic boundaries.

Highest standards of personal integrity, Written and oral fluency in English, knowledge of Urdu or other regional languages wil be considered a plus.

Experience with communication programs for social sectors – particular social safety net programs – will be considered a plus.

Superior writing skills and copy-editing ability.

Financial Management Specialist

(01 Post)

Chartered Accountant or ACMA/ACCA, preferably FCMS/FCCA, with article ship or equivalent. MBA (Finance) or financial management qualification, with good proven experience of project management may be an acceptable equivalent.

At least 5 years of Financial Management experience in relevant field with minimum experience of 2 years in public sector.

Experience of developing computer based financial management systems and preparing accounting and budgeting statements for large projects.

Good knowledge and experience in use of a well-known accounting software package(s).

Ability to work in a team environment with aggressive deadlines

Deep knowledge in financial resources management, contract, asset and procurement, information

Ability to lead process re-engineering and implementation of new systems

Consistently positive and constructive approach to work.

Demonstrates good oral and written communication skills.

Demonstrates ability to manage complexities.

Monitoring and Evaluation Associate

(01 Post)

A Bachelor degree in Social or Management Sciences, Development Sciences, project management, development planning or equivalent.

At least 6 months specific monitoring & reporting experience.

Should have excellent command on MS Office.

Preferably a good understanding of Government of Pakistan and World Bank procedures and familiarity with Government structures, operations, and procedures.

Written and oral fluency in Urdu and English. Knowledge of any regional language(s) will be considered a big plus.

Good communication, people management, and writing skills.

Proven ability to work in a collaborative, multi-tier team environment.

Program Officer

(01 Post)

A university degree in a social or management sciences such as business administration, project management, development planning or equivalent.

At least 3 years experience of managing relief projects with minimum of 2 years in public sector

Proven ability to work effectively both independently and in a team based environment.

Should have an in-depth understanding and experience of program and project operations and reporting.

A thorough practical knowledge of the project management, approaches and project lifecycle concepts and requirements.

Should have excellent command on MS office and working knowledge of project scheduling and management software e.g. Ms Project, Primavera etc.

Good understanding of Government of Pakistan and preferably also World Bank procedures. Should be familiar with Government structures, operations, and procedures.

Strong multi-tasking and organizational skills.

Written and oral fluency in Urdu and English. Knowledge of any regional language(s) will be considered an asset.

Good communication, people management skills.

Proven ability to work in a collaborative, multi-tier team environment, preferably with experience of working in both government and non-government (private) sector organisations.

Accountant

(01 Post)

A minimum B. Com equivalent qualification in accounting or financial management.

At least 5 years post qualification experience, preferably in Project Accounting, and familiarity with government systems and working. Previous experience of working with the government will be an added advantage.

Proven experience of effective and efficient financial management and accounting.

Good knowledge and experience in use of a well-known accounting software package(s).

Experience of dealing with internal and external audits and answering any questions or observations.

Ability to work in a team environment with aggressive deadlines

Consistently positive and constructive approach to work.

Demonstrates good oral and written communication skills.

Submission of fake documents or concealment of any fact will lead to dis-qualification of the candidate.

Only short-listed applicants will be called for interview. The date & time of interview will be communicated through email/ Phone Call/ SMS or Whatsapp by the department.
