1. The Borrower “Islamic Republic of Pakistan” has received financing from the World Bank toward the cost of the Karachi Mobility Project, and intends to apply part of the proceeds toward payments under the contract for Procurement of Package 3A: Construction of Road Corridor and BRT Infrastructure Yellow BRT Line Corridor Segment 2 [From CH. 0+000 at Brookes Chowrangi To CH. 6+000 at Bilal Chowrangi].
For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
2. The Sindh Mass Transit Authority, Karachi (SMTA), Transport & Mass Transit Department, Government of Sindh, now invites sealed Bids from the eligible Bidders for Procurement of Package 3A: Construction of Road Corridor and BRT Infrastructure Yellow BRT Line Corridor Segment 2 [From CH. 0+000 at Brookes Chowrangi To CH. 6+000 at Bilal Chowrangi].
3. The Yellow Line BRT Corridor is approximately 21 km long, starting from Dawood Chowrangi to Khalid Bin Waleed Intersection, and is part of the overall planned Karachi Mass Transit System (KMTS). Currently, Yellow Line BRT Corridor divided into five (05) pacakges i.e., (i) Package-1: Construction of Depots (Lot-I: Depot-I & Lot-II: Depot-II), which are (under implementaion), (ii) Package-3B: Construction of Main BRT Corridor from Dawood Chowrangi to Indus Chowrangi approx. 6 km (Bid evaluation under process), (iii): Pacakge-3A: Construction of Main BRT Corridor from Brookes Chowrangi to Bilal Chowrangi approx. 6 km (under tender), (iv) Pacakge-4: Construction of New Jam Sadiq Bridge (Currently Known as Taj Haider Bridge) (under implementaion), and (v) Package-5: Lot-I: Construction of Main BRT Corridor from Khalid Bin Waleed Intersection to Kala Pull, Lot-II: Construction of Main BRT Corridor from Kala Pull to KPT Intersection (to be tendered). This Package 3A covers 6 km along Korangi Road from Brookes Chowrangi Intersection to Bilal Chowrangi Intersection. The scope includes construction of 4 flyovers, 4 elevated BRT stations, 3 at-grade BRT stations, vertical circulation structures (V7, V8, V9, V10), BRT and mixed-traffic lanes, service roads, traffic signals, electrical substations, street lighting, utility relocation and protection. The construction period shall be 790 days. Bidders must demonstrate financial capacity to meet the required construction cash flow of USD 15,400,000, supported by liquid and unencumbered assets, lines of credit, and other financial means, as well as sufficient funding for ongoing and future commitments. Audited financial statements for the last five years must show sound financial position and prospective profitability. Bidders must have a minimum average annual construction turnover of USD 100,000,000 over the last five years, with at least seven (07) years of general construction experience. They must have satisfactorily completed either two (02) similar scope contracts of USD 80,000,000 each, or one (01) contract of USD 110,000,000, with demonstrated experience and production rates for key activities. Each key activity can be executed in a separate one given contract including steel structures (>190 tons/year), urban roads (>120,000 m²/year), underpasses (>71,250 m³ concrete/year), rigid pavements (>6,500 m²/year), and escalators/elevators (≥5 escalators and ≥10 elevators/year). Additionally, bidders must demonstrate capacity and commitment to manage environmental and social (ES) risks, including SEA/SH prevention and response.
4. In addition to Procurement of Package 3A: Construction of Road Corridor and BRT Infrastructure Yellow BRT Line Corridor Segment 2 [From CH. 0+000 at Brookes Chowrangi To CH. 6+000 at Bilal Chowrangi], there is another package, Procurement of Package 5 : Lot-I: Construction of Road Corridor and BRT Infrastructure Yellow BRT Corridor Segments 5, 6 &7 (From CH.0+000 at Khalid Bin Waleed Intersection to CH. 3+875 at Kala pull) Lot-II: Construction of Road Corridor and BRT Infrastructure Yellow BRT Corridor Segments 4 & 5 (From CH. 3+875 at Kala pull to CH. 7+570.891 at KPT interchange) will be tendered out in parallel. Bidders have the option to Bid for any one or both packages and for any one or more lots within a package. However, award of contract for contract(s) will be subject to the selected Bidder(s) meeting the required qualification criteria for combination of packages and/or lots as the case may be.
5. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s Procurement Regulations for IPF Borrowers, dated July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), and is open to all eligible Bidders.
6. Interested eligible Bidders may obtain further information from Office of Project Director, Karachi Mobility Project (PD-KMP), Sindh Mass Transit Authority, Karachi (SMTA), Transport & Mass Transit Department, Government of Sindh and inspect the bidding documents during office hours 0900 to 1700 hours Pakistan Standard Time (PST) at the address given below. Interested bidders may also download the RFB documents for inspection purposes only from Karachi Mobility Project, Sindh Mass Transit Authority (SMTA) website given below.
7. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Pak Rupees Fifty Thousand only (PKR 50,000/-). The method of payment will be in the form of a Pay Order drawn in favor of “Karachi Urban Mobility Project – Yellow Line BRTS”.
8. Bids must be delivered to the address below on or before 06th January 2026 at 1100 hours Pakistan Standard Time (PST). Electronic bidding will be permitted. Late Bids will be rejected, the outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 06th January 2026 at 1100 hours Pakistan Standard Time (PST). All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
9. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 50% and for Bid cost 50%.
10. All Bids must be accompanied by a “Bid Security” of an amount not less than 380,000,000 Pakistani Rupee (Three Hundred Eighty Million Pakistani Rupee) or 1,357,000 US Dollars (One Million and Three Hundred Fifty-Seven Thousands US Dollars) or an equivalent amount in any other freely convertible currency. All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.
11. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
