Assignment Title: Hiring of Information Technology Support (ITS) Firm for Modernization and Digitalization of Agriculture Marketing Information Management System (AMIS) of the Agriculture Marketing Wing.

The Government of Sindh has received credit from the International Development Association (IDA) towards the cost of the Sindh Water & Agriculture Transformation Project (Credit No. 72550 PAK) and intends to apply part of the proceeds for procuring services of an Information Technology Support (ITS) Firm for Modernization and Digitalization of Agriculture Marketing Information Management System (AMIS) of the Agriculture Marketing Wing Under Sindh Water and Agriculture Transformation (SWAT) Project, Agriculture Delivery Unit (ADU) Agriculture Department Government of Sindh. The consulting services (“the Services”) include design and implementation of a comprehensive, real-time digital platform. This will include the development of systems for data collection, storage, cleaning, processing, and publication; creation of user-friendly software (website) and mobile applications; preparation of specification of necessary equipment and human resource requirements; system testing; and provision of technical assistance for successful deployment.
The ADU now intends to engage the services of a reputed and experienced Information Technology Support (ITS) Firm. Hence, the Project Director ADU SWAT now invites eligible consulting firm/joint venture(s) “consultants” with specific and proven competence and experience to indicate their interest in providing the Services. Interested consultants should submit an Expression of Interest (EOI) in the English language along with relevant complete details of their qualifications and experience.
Interested consultants will be expected to demonstrate or provide explicit information/ evidence of their qualification to perform this assignment, in their profiles, in the areas covered by the project as indicated below. The following information is requested:

The attention of interested Consultants is drawn to Section-III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
The consultants while submitting their Expression of Interest in association should mention whether their association is a Joint Venture or Sub-consultancy. Moreover, under JV, each partner must be qualified to take over the responsibilities and roles of any of the partners in case one of them fails to perform or withdraws. However, consultants are not required to submit a JV Agreement at the shortlisting stage. In the case of a Joint Venture maximum number of members should not be more than three.
The Consultant will be selected in accordance with the Consultant’s Qualification-based Selection (CQS) method set out in the Procurement Regulations for IPF Borrowers Goods, Works Non-Consulting and Consulting Services fourth Edition November 2020.
