The Human Capital Investment Project (KP-HCIP), Elementary and Secondary Education Department, Government of Khyber Pakhtunkhwa has received financing from the World Bank toward the cost of the Human Capital Investment Project and intends to apply part of the proceeds for consulting services.
KP-HCIP intends to hire a consulting firm to conduct a Third-Party Monitoring and Validation Consultancy for the planned activities of KP-HCIP. The Firm is expected to undertake a comprehensive Monitoring and Validation of the activities undertaken by KP-HCIP in the Districts of Peshawar, Nowshera, Swabi and Haripur.
The terms of reference for the consulting firm are broadly covered under the following but not limited to, the following essential components:

The consulting firms shall provide the following information to substantiate the qualification for the assignment.

Core Business: The firm should be registered in Pakistan with the relevant registration authority. The firm should have at least 8 years of experience in the developmental sector with at least 5 years of experience in Monitoring & Evaluation. |

General Experience: The firm should have overall General experience of carrying out at least 10 assignments in the developmental sector. |

Relevant Experience: The firm Should have completed at least 3 assignments of similar nature and complexity (3rd Party/External/Independent Monitoring of Projects). The firm may be asked to submit completion and client satisfaction certificates. Experience of 3rd Party Monitoring of similar projects in the Education Sector will be considered an advantage. |

Consultant Technical and Managerial Capability: Detail of logistical support such as offices or allied facilities including the details of overall technical and managerial staff and proposed team composition. The firm should either have an independent operational office in Peshawar or should be willing to establish one in Peshawar. |

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 [revised November 2017 and August 2018] (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all members in the joint venture should meet the qualification criteria individually and shall be jointly and severally liable for the entire contract, if selected.
Firm will be selected in accordance with the Consultant Qualification Base Selection (CQS) method set out in the World Bank’s: Procurement Regulations for Investment Project Financing Goods, Works, Non-Consulting and Consulting Services” (July 2016) revised November 2017 & August 2018.
Any Consultant/firm providing unsubstantiated and/or incorrect information are liable to legal action and/or disqualification.
Please note that the PMU KP-HCIP reserves the right to withdraw from this process at any stage without any obligation for expenses incurred by the participants.
