The Government of Pakistan (GoP) has received credit from World Bank towards the cost of the Khyber Pakhtunkhwa Revenue Mobilization and Public Resource Management Program (KPRM&PRMP). The objective of the project is to improve revenue mobilization and public resource management in the province of Khyber Pakhtunkhwa. To support implementation, the Government of Khyber Pakhtunkhwa intends to recruit the following Consultants. The Qualification & Experience of the Consultant are:

Designation

Qualification & Experience

Spring Boot Backend Developer

  • Masters or minimum Bachelor’s degree in Computer Science, Software Engineering, or a related field.
  • Minimum 3 years of relevant development experience in a reputable organization.
  • Proficiency in Java, Spring Boot, Spring Security, JPA, PostgreSQL/PostGIS.
  • Expertise in Swagger, REST API design, and Git version control.
  • Strong understanding of database optimization and transaction tracking.

Frontend Developer

  • Masters or minimum Bachelor’s degree in Computer Science, Software Engineering, or a related field.
  • Minimum 3 years of relevant development experience in a reputable organization.
  • Expertise in React.js, Redux, and Material-UI.
  • Proficiency in MapStore/MapStore.native customization.
  • Experience with Axios, Chart.js/Nivo, and MapStore plugins.

GIS Developer

  • Master’s or minimum Bachelor’s degree in GIS, Computer Science, or a related field.
  • Minimum 3 years of relevant development experience in a reputable organization.
  • Expertise in GeoServer, SLD, WMS/WFS, and OpenLayers.
  • Proficiency in Python (GeoPandas, Shapely) and QGIS.
  • Strong knowledge of PostGIS integration.

Android Developer

  • Master’s or minimum Bachelor’s degree in Computer Science, Software Engineering, or a related field.
  • Minimum 3 years of relevant development experience in a reputable organization.
  • Proficiency in React Native (preferred) or Kotlin.
  • Experience with SQLite and REST API integration.
  • Familiarity with Firebase for authentication or cloud storage (optional).

DevOps Engineer/Deployment Specialist

  • Master’s or minimum Bachelor’s degree in Computer Science, IT, or a related field.
  • Minimum 3 years of relevant development experience in a reputable organization.
  • Expertise in Linux, Docker, and GitHub Actions/Jenkins.
  • Proficiency in NGINX, SSL/TLS, and UFW firewall.
  • Experience with AWS EC2, RDS, S3, or DigitalOcean droplets.

The Khyber Pakhtunkhwa Revenue Mobilization & Public Resource Management Program invites qualified individual consultants to express their interest in providing the aforementioned services. Interested individual consultants must provide:

  • A letter of Expression of Interest, providing information demonstrating ability, skills and experience to undertake advertised assignment and deliver inputs/ outputs required under the TOR.
  • A detailed, dated and signed Curriculum Vitae highlighting qualifications and experience in carrying out similar assignments, as well as references for possible checks.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 [revised November 2017 and August 2018] (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants will be selected in accordance with the procedures set out in the Paragraphs 7.36 & 7.37 of “World Bank: Procurement Regulations for Investment Project Financing Goods, Works, Non-Consulting and Consulting Services” (July 2016) revised November 2017 & August 2018.
