Request for Expression of Interest (REOI)

The Government of Khyber Pakhtunkhwa (GoKP) is undertaking several initiatives to develop the tourism sector and employ it as a critical driver of economic growth and job creation in the province. To create an enabling environment for the private sector to participate in and develop the tourism value chain, the GoKP has entered into a partnership with the World Bank through the International Development Association (IDA) credit for the Khyber Pakhtunkhwa Integrated Tourism Development (KITE) Project. The KITE project is a $100 million IDA credit that aims to create tourism-enabling infrastructure, enhance tourism assets, and strengthen destination management for sustainable tourism development in Khyber Pakhtunkhwa.

The Project Management Unit (PMU) Khyber Pakhtunkhwa Integrated Tourism Development Project (KITE), Department of Tourism (DoT) has successfully completed the Feasibility and Master Planning of four (04) Integrated Tourism Zones (ITZs), that is, Mankiyal (District Swat), Ghanool (District Mansehra), Madaklasht (District Lower Chitral) and Thandiani (District Abbottabad) to be established in Khyber Pakhtunkhwa. Furthermore, the PMU KITE DoT has acquired the required land at Mankiyal, Ghanool, and Madaklasht to establish Integrated Tourism Zones (ITZs) in Khyber Pakhtunkhwa.

PMU KITE DoT intends to engage a consultancy firm for the Design of the External Electrification of Integrated Tourism Zones (ITZs) in Khyber Pakhtunkhwa.

The Interested consultancy firms will be expected to demonstrate or provide explicit information/ evidence of their qualification and relevant experience to perform this assignment in their profiles, in the areas covered by the project as indicated in the ToRs of the assignment.

The following shall be the evaluation criteria.

• Experience: The firm should be registered and have at least 10 years of experience in providing similar consultancy services in the design of similar electrification projects.
• Completion of Similar Tasks: The firm should have successfully completed a minimum of 3 similar contracts related to external electrification or power supply for large-scale infrastructure or tourism projects.
• Logistical Capacity: The firm should have adequate logistical capacity to carry out the work across multiple sites in diverse geographical locations.
• Professional Staff: The firm must demonstrate the availability of qualified professional staff as per the scope of work.

Selection Method:

Selection will be made in accordance with the Consultant’s Qualification-based Selection (CQS) method set out in the World Bank Procurement Regulations (Procurement in Investment Project Financing, Works, Non-Consulting and Consulting Services. July 2016 Revised November 2017 and August 2018). A national market approach will be used for hiring the services of an Individual firm/ Joint Venture or Consortium.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers,” setting forth the World Bank’s policy on conflict of interest. In addition, please refer to paragraph 3.17 of the Procurement Regulations regarding specific information on conflict of interest related to this assignment. The Expression of Interest (EoIs) must be delivered to the address given below in a sealed envelope, clearly mentioning the title of the assignment on the envelope on or before September 30, 2025 to 1400 hrs.
