1. The Health Department, Government of Sindh (referred to as the Borrower), has secured funding from the International Development Association (IDA), a part of The World Bank, to cover the costs of Strengthening Primary Health Care (PHC). A portion of this funding is intended for a non-consulting services contract. The Borrower will process payments for this contract in accordance with The World Bank"s Disbursement Guidelines for Investment Project Financing (IPF).
2. The National Health Support Program (NHSP) Sindh is now inviting sealed bids from eligible firms with relevant expertise. These bids are for the procurement of non-consulting services, specifically to engage a firm for the implementation and management of various activities, including training and capacity building. Detailed descriptions are available in the bidding documents, specifically in Section-IV ("Bidding Forms") and Section-VII ("Employer’s Requirement – Terms of Reference [TOR] with Activity Schedule-Table").
3. Bidding will follow the National Competitive Procurement process using a Request for Bids (RFB) for Non-Consulting Services, based on the Single Stage-One Envelope method. This process is outlined in The World Bank"s "Procurement Regulations for IPF Borrowers" and is open to all eligible bidders as defined in these regulations.
4. Bids will be evaluated according to the criteria set forth in Section-III ("Evaluation & Qualification Criteria") of the bidding documents. The evaluation will consist of two parts:
5. Interested and eligible firms can obtain further information from the Procurement & Logistic Specialist, NHSP Sindh, by emailing pls@nhsp.gos.pk during office hours (9:00 a.m. to 5:00 p.m., Monday to Friday). The address for communication is provided at the end of the RFB.
6. Bidding documents, which are in English, can be purchased by interested firms upon submitting a written application to the address provided and paying a non-refundable fee of PKR 5,000. Payment must be made via Pay Order in the name of the Program Director, NHSP Sindh. Alternatively, the documents can be downloaded from the program"s official website, www.nhsp.gos.pk, and submitted along with the original tender fee. Documents can be collected from the PMU office or will be sent via courier.
7. Sealed bids must be delivered to the specified address by 11:00 a.m. on September 15, 2025. Electronic bidding will not be accepted, and late bids will be rejected. Bids should be submitted in an outer envelope marked "ORIGINAL BID" and "COPY BIDS" (one original, two copies). The inner envelopes should be marked "FINANCIAL PART" and "TECHNICAL PART." The bids will be publicly opened at 11:30 a.m. on September 15, 2025, at the same address, in the presence of the bidders" representatives and any other attendees. Envelopes marked "FINANCIAL PART" will remain sealed and in the employer"s custody until the second public bid opening.
8. All bids must include a Bid Security of 2% of the total bid amount, in the form of a Pay Order, Bid-Securing Declaration, or Bank Guarantee, made out to the Program Director, NHSP Sindh.
9. Attention is drawn to the Procurement Regulations, which require the Borrower to disclose information on the successful bidder"s beneficial ownership as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form included in the bidding documents
