1. The Karachi Water & Sewerage Corporation is in receipt of a credit through EAD, Government of Pakistan from the International Bank for Reconstruction and Development (IBRD) / Asian Infrastructure Investment Bank (AIIB) and the counterpart share of funds from GoS for the Karachi Water & Sewerage Services Improvement Project (KWSSIP-II) and intends to apply part of the proceeds to make payments against the consulting services.

2. In accordance with the Resettlement and Rehabilitation (R&R) Policy 2022 of the Government of Sindh and the requirements outlined in the CAP–RP for the K-IV Augmentation, the executing agency, KW&SC, through its Resettlement Unit (RU), intends to engage an Independent Monitoring Consultant (IMC). This consultant will be procured through the PIU of KWSSIP to conduct third-party monitoring, evaluation, validation, and reporting on the World Bank-approved Corrective Action Plan (CAP) and Environmental & Social (E&S) Review – Gap Analysis document.

3. The objective of the consulting services ("the Services") is that the IMC will be responsible for assessing the implementation status and progress of the CAP (dated May 2024), including its Addendum (dated April 2025), the Resettlement Plan (CAP–RP), and the E&S Review – Gap Analysis (dated June 2024) for the K-IV Main project. This assignment will be undertaken in alignment with the World Bank’s Environmental and Social Framework (ESF). The IMC will evaluate the effectiveness of the implemented measures, promptly identify any deviations from the intended outcomes, and recommend appropriate corrective actions. Additionally, the consultant will provide ongoing recommendations for improvement to ensure the achievement of the intended environmental, social, and resettlement objectives.

4. The assignment is likely to commence in September 2025. The implementation period for this assignment is 12 months and will conclude by August 2025, with the possibility of extension based on project needs.

6. The Project Implementation Unit (PIU) of Karachi Water and Sewerage Services Improvement Project (KWSSIP) within KW&SC now invites eligible firms to indicate their interest in providing the services. Interested Consultancy firms should provide information demonstrating that they have the required qualification and relevant experience to perform the services as mentioned above.

Criterion

1.

Qualification:

  • The firm shall have general experience of minimum seven (07) years in undertaking independent monitoring & evaluation (M&E) of project implementation activities.

2.

Specific Experience:

  • The firm should have at least five (05) years of experience in independent monitoring and evaluation including planning/third-party verification or impact tracking in relation to Resettlement Plans (RPs)/ Abbreviated Resettlement Plans (ARPs) and Environmental and Social (E&S) review, livelihood restoration planning, evaluation and assess the compliance for World Bank or international donor-funded projects

Relevant Experience:

  • Should have completed independent monitoring & evaluation (M&E) of at least One (01) similar project in World Bank/donor funded project of comparable scale and complexity worth 38,000,000 and/or two (02) similar projects in World Bank/donor funded projects of comparable scale and complexity worth equivalent to PKR 23,000,000 (Copies of verifiable of similar nature of contracts with copies of notification of Award and/or Contracts and full address and contact information of the employer).
  • Strong knowledge of Pakistan Land Acquisition Act, 1894, and familiarity with relevant resettlement policies, frameworks, and procedures.
  • Proven ability to apply both national laws and international social safeguard requirements in monitoring and evaluation processes.
  • Experience engaging with a wide range of stakeholders, including government, NGOs, and affected communities.
  • Demonstrated success in community mobilization, livelihood restoration, grievance redress mechanisms and stakeholder engagement.
  • Skilled in designing and implementing comprehensive Monitoring & Evaluation systems, including baseline assessments, progress tracking, and outcome/impact evaluations.
  • Experience in conducting both quantitative and qualitative assessments, such as household surveys, focus group discussions, and key informant interviews (KIIs), to evaluate the performance of resettlement initiatives.
  • Competence in managing budgets, tracking expenditures, and preparing financial reports in accordance with World bank requirements.

Managerial Capacity

  • The firm should have adequate logistical capacity as evidenced through established functioning offices.
  • Should have sufficient HR / managerial capacity and expertise in the areas covered in the TORs. [CVs will not be evaluated at the shortlisting stage]

8. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank"s "Procurement Regulations for IPF Borrowers -" July 2016 (Revised November 2017, August 2018 November 2020 and September 2023) ("Procurement Regulations"), setting forth the World Bank"s policy on conflict of interest.

9. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

10. A Consultant will be selected in accordance with para 7.11 Consultant"s Qualification-based Selection (CQS) Method set out in the applicable Procurement Regulation (Revised September 2023).
