The Government of Balochistan, through the Government of Pakistan, has secured financing amounting to USD 100 million from the World Bank to implement the Getting Results: Access and Delivery of Quality Education Services in Balochistan (GRADES-B) project. The project is designed to increase girls’ and boys’ enrollment in pre-primary and primary grades, and to improve reading and numeracy proficiency in primary grades, all in project-supported schools.

The GRADES-Balochistan project aims to address educational disparities in the province by enhancing access, quality, and equity in education. The initiative focuses on expanding access to Early Childhood Education, introducing and ensuring quality education, increasing enrollment, and building sustainable systemic reforms. The project is structured around four components:

• Getting Results Agenda – Strengthening learning, particularly literacy and numeracy, and improving teacher professional development and support.
• Expand Access to Education – Increasing access through school infrastructure development, rehabilitations, double shift schools, scholarships for female graduates, provision of missing facilities, and targeted programs for disadvantaged areas.
• Technical Assistance, Evaluation, and Implementation – Enhancing the capacity of implementing institutions, supporting monitoring and evaluation systems, and providing technical assistance for policy and planning.
• Contingent Emergency Response – Enabling rapid response to crises to minimize disruptions to learning.

Procurement activities under GRADES-B will involve goods, works, and consulting and non-consulting services. Major contracts may include civil works for school construction and rehabilitation, third party monitoring firm, communication and visibility service providers, and the hiring of a design, supervision, and quality assurance firm and many individual consultants. Additional procurement packages include goods (e.g., learning materials, ECE kits, school furniture and IT related software’s etc.) and non-consulting services (e.g., training delivery, community mobilization, and development of dashboard etc.). All procurement will follow the World Bank’s Procurement Regulations for IPF Borrowers (Procurement in Investment Project Financing – Goods, Works, Non-Consulting and Consulting Services, Sixth Edition, February 2025) and will be recorded in the Systematic Tracking of Exchanges in Procurement (STEP) system.
