1. The Islamic Republic of Pakistan has received financing from the World Bank toward the cost of the Strengthening Hydromet and Climate Services under the Component-II of Integrated Flood Resilience and Adaptation Project (IFRAP) and intends to apply part of the proceeds toward payments under the contract(s) for Upgradation and Rehabilitation of Institute of Meteorology & Geophysics (IMG) and Meteorological Workshop - Karachi.
2. The Pakistan Meteorological Department now invites sealed Bids from eligible Bidders for Upgradation and Rehabilitation of Institute of Meteorology & Geophysics (IMG) and Meteorological Workshop - Karachi.
3. Bidders may Bid for one or several contracts, as further defined in the Request for Bids document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.
4. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
5. Interested eligible Bidders may obtain further information from ps.mhsp@pmd.gov.pk during 10:00 AM – 03:00 PM (Business Days) latest by seven (7) days till the deadline for bid submission date.
6. The bidding document in English may be downloaded from https://tender.pmd.gov.pk/ without any fee(s)/ charge(s). If specifically required by the bidder, the bidding document in hard/ printed form; on particular request of the bidder via official email or printed over official letterhead duly signed and stamped by the authorized signatory, can be sent through courier for a non-refundable amount of PKR 15,000 (or for an equivalent amount in a freely convertible currency) through a Bank Draft issued by a reputable local scheduled bank in favor of Deputy Project Director PIU-PMD.
7. A (virtual) pre-bid session shall be held at 11:00 AM (Pakistan Standard Time) on August 13, 2025, as per details provided in the bidding document.
8. Bids must be delivered to the address below on or before 11:00 AM (Pakistan Standard Time) dated August 28, 2025. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on the same day/ date i.e., August 28, 2025. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
9. All Bids must be accompanied by a Bid Security as per the details/ requirements given at the respective section(s)/ clause(s) in the Request for Bids document.
10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
