• The Ministry of Information Technology & Telecommunication has received financing from the World Bank towards the Digital Economy Enhancement Project (DEEP) and intends to apply part of the proceeds for procuring services of a credible Consultancy Firm to provide Services for “Citizen-Centric Service Insights, Analysis & Complete Assessment for Digitalization”.
• The National IT Board now invites eligible Consulting firms to express their interest in providing the said Services as further detailed in the Terms of Reference, which may be downloaded from the website www.nitb.gov.pk & http://www.moitt.gov.pk without any fee(s)/charge(s).
• The attention of interested Consulting Firms is drawn to Section III, paragraphs. 3.14, 3.16, and 3.17 of the World Bank"s "Procurement Regulations for IPF Borrowers" September 2023, setting forth the World Bank"s policy on conflict of interest.
• The Consulting Firm will be selected in accordance with the Quality and Cost Based Selection (QCBS) method as set out in the World Bank"s "Procurement Regulations for IPF Borrowers" September 2023.
• A virtual Information Session shall be held on August 22, 2025, at 12:30 PM (PST) to familiarize the potential applicants with the Terms of Reference (available at the NITB & MoITT website) and ensuing procurement process. Interested Consulting Firms may obtain the respective meeting link/invite via writing an email addressed to the undersigned (deep.info@nitb.gov.pk) between August 15, 2025 and August 21, 2025 (during business hours).
• The Expression of Interest must be delivered to the address below (in person or by surface mail) not later than 1500 Hours PST on August 28, 2025. For expressions sent electronically, Program Office (DEEP) will acknowledge receipt of the same via return email. In the absence of such confirmation/ receipt, please contact the address given below.
