REQUEST FOR EXPRESSION OF INTEREST FOR HIRING OF SERVICES OF INDIVIDUAL CONSULTANTS AT “NATIONAL HEALTH SUPPORT PROGRAM (NHSP)”

Primary & Secondary Healthcare Department, Government of the Punjab, invites the applications from qualified and experienced individuals against the following positions As an Individual Consultant on a “Contract Basis” for the World Bank funded program through ADP/ Development scheme titled “NATIONAL HEALTH SUPPORT PROGRAM (NHSP)” Government of the Punjab. The qualification and experience required for the posts is as under:

Procurement Specialist

(PPS-9)

• At least, master’s degree in MBA procurement/ MBA logistic & supply chain or (sixteen (16) years of education) in Economics/Engineering/Business Administration from University (top 10 HEC ranked in Business Education).
• At least five years’ experience with master’s degree and seven years’ experience with bachelor’s degree. Management/ Project Management shall be accorded more weightage.
• Candidate having procurement related certifications like Member Chartered Institute of Procurement & Supply (MCIPS) from CIPS, UK, Certified Professional in Supply Management (CPSM) from ISM, USA, or Certified Supply Chain Professional (CSCP) from APICS/ASCM, or equivalent shall be preferred. Project Management Professional (PMP) will be considered an additional qualification.

• Hands on experience in conducting technical evaluation of bids, contract award and management for government and donor funded projects.
• Knowledge and implementation experience of various international/ national/subnational public procurement rules shall be accorded due weightage.

Financial Management Specialist

(PPS-10)

• OR nationally/ internationally recognized Professional accounting qualification /certification (ACA /ACMA /ACCA /CPA); or master’s degree in finance and accounting e.g. MBA (Finance/Banking), MS Finance; M. Com
• By transfer from amongst officers of Federal / Provincial Government having minimum 07 years of working experience in Financial Management, Audit and Accounts through a competitive process.
• Completion of articles from a registered audit firm shall be accorded due weightage

• At least eight (08) years of documentary verifiable relevant experience, after acquiring stipulated qualifications.
• Working knowledge of the public sector accounting with thorough understanding of PFM cycle, regulatory mechanism, financial modelling and grievance redressal mechanisms of large-scale beneficiary services would be an added advantage.
• Experience of financial reporting based on international Public Sector Accounting Standards in government institutions.

General Terms and Conditions: -

• The positions are offered on Contract basis as an Individual Consultant as specified in the World Bank’s Procurement Regulations for IPF Borrowers [July 2016, Revised November 2017, August 2018 and September 2023].

• These vacancies are post specific and non-transferable.
• Transgender are encouraged to apply.
• No TA/DA will be admissible to the candidates for test/interview
• Candidates already working in Government/Semi Government/Autonomous Bodies should apply through proper channel
• Submission of fake documents or concealment of any fact will lead to dis-qualification of the candidate.
• Only the degree issued by the university/institute recognized by the HEC or reputed foreign university with HEC equivalence, will be considered.
• Only short-listed candidates will be called for scrutiny/ evaluation/Interview. The date & time of interview will be communicated through email/call/SMS by the department.
• Complete Original documents along with a set of attested photocopies and resume/CV/EOI will also be required at the time of further scrutiny/ evaluation/Interview.
• Final Terms & Conditions of appointment shall be settled at the actual date of appointment.
• Decision of Department in all matters concerning hiring, including eligibility/ short listing/ selection criteria shall be the final, subject to Anti-corruption Guidelines of World Bank.
• The Department reserves the right to reject any or all applications, or cancel the whole recruitment process at any stage.
