REQUEST FOR EXPRESSION OF INTEREST FOR HIRING OF SERVICES OF INDIVIDUAL CONSULTANTS AT “NATIONAL HEALTH SUPPORT PROGRAM (NHSP)”

Primary & Secondary Healthcare Department, Government of the Punjab, invites the applications from qualified and experienced individuals against the following positions As an Individual Consultant on a “Contract Basis” for the World Bank funded program through ADP/ Development scheme titled “NATIONAL HEALTH SUPPORT PROGRAM (NHSP)” Government of the Punjab. The qualification and experience required for the posts is as under:

Environment & Social Safeguard Specialist

(PPS-9)

• At least, Master’s degree or equivalent (sixteen (16) years of education), in Environment Sciences / Environmental Engineering / any other related discipline, duly recognized by the Higher Education Commission (HEC) of Pakistan.

• At least, eight (05) years of documentary verifiable experience, after acquiring stipulated qualifications, in dealing with environmental and social management and implementation particularly in education and health sector;
• Sound knowledge of national environmental laws and policies. Knowledge of International Development Organization’s environmental and social safeguards policies and shall be accorded due weightage.
• Experience of environmental and social management and Compliance in the project implementation.

Monitoring Evaluation & Learning Specialist

(PPS-9)

• At least, master’s degree or equivalent (sixteen (16) years of education), Statistics/ Demographics/ Public Policy/ International Development/ Economics/Public Health, from a foreign or local university (top 10 HEC ranked in relevant field), duly recognized by the Higher Education Commission (HEC) of Pakistan.
• Advanced certification in M&E, statistics PMP or any other related area shall be accorded due weightage.

• At least eight (08) years of documentary verifiable experience; after acquiring stipulated qualification, in M&E for development projects in developing and implementation of monitoring & evaluation tools and result framework.
• Experience in health-related development projects shall be accorded due weightage
• Experience of working with multiple stakeholders in civil society and grass root level government health department.

General Terms and Conditions: -

• The positions are offered on Contract basis as an Individual Consultant as specified in the World Bank’s Procurement Regulations for IPF Borrowers [July 2016, Revised November 2017, August 2018 and September 2023].

• These vacancies are post specific and non-transferable.
• Transgender are encouraged to apply.
• No TA/DA will be admissible to the candidates for test/interview
• Candidates already working in Government/Semi Government/Autonomous Bodies should apply through proper channel
• Submission of fake documents or concealment of any fact will lead to dis-qualification of the candidate.
• Only the degree issued by the university/institute recognized by the HEC or reputed foreign university with HEC equivalence, will be considered.
• Only short-listed candidates will be called for scrutiny/ evaluation/Interview. The date & time of interview will be communicated through email/call/SMS by the department.
• Complete Original documents along with a set of attested photocopies and resume/CV/EOI will also be required at the time of further scrutiny/ evaluation/Interview.
• Final Terms & Conditions of appointment shall be settled at the actual date of appointment.
• Decision of Department in all matters concerning hiring, including eligibility/ short listing/ selection criteria shall be the final, subject to Anti-corruption Guidelines of World Bank.
• The Department reserves the right to reject any or all applications, or cancel the whole recruitment process at any stage.
