1. The Project Implementation Unit, Punjab Urban Land Systems Enhancement (PULSE) Project, Govt. of Punjab has received financing from the World Bank toward the cost of the PULSE Project, and intends to apply part of the proceeds toward payments under the contract for Hiring of Services for 3D Map for Digital Head Quarter (Digital Twins).

2. The Project Implementation Unit, PULSE, Govt. of Punjab now invites sealed Bids from eligible Bidders for Hiring of Services for 3D Map for Digital Head Quarter (Digital Twins).

3. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB), “Single Stage One Envelope” procedure, as specified in the World Bank’s “Procurement Regulations for IPF Borrowers dated November, 2020, and is open to all eligible Bidders as defined in the Procurement Regulations.

4. The bidding document in English language may be downloaded by interested eligible Bidders from the website https://pulse.gop.pk/. Interested eligible Bidders may obtain further information (if required) from the office of the Procurement Specialist, Project Implementation Unit, Punjab Urban Land Systems Enhancement (PULSE), Govt. of Punjab, (Email: pspiupulse@punjab-zameen.gov.pk).

5. The bidding document in English may be obtained by interested eligible Bidders from the website of the undersigned.

6. Bids must be delivered to the address below on or before 16th July, 2025 at 02:00 PM. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 16th July, 2025 immediately after bid submission deadline.

7. The Bidder shall furnish as part of its Bid, a Bid-Securing Declaration in original form.

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
