REQUEST FOR EXPRESSION OF INTEREST - SELECTION OF CONSULTANTS

Assignment of Title: Consultancy supporting Transaction Advisory Services

Dated: 23rd December, 2024

• The Government of Sindh has received financing from the World Bank toward the cost of the Sindh Solar Energy Project (SSEP), and intends to apply part of the proceeds for consulting services.
• The required consulting services namely Consultancy supporting Transaction Advisory Services under the project are likely to be required over a period of 06 months.
• The detailed Terms of Reference (TOR) for the assignment are attached and can be found at the following website: https://ssep.gos.pk or can be obtained at the address given below.
• The Project Management Unit, Sindh Solar Energy Project, Energy department, Government of Sindh, hereby invites EOI from eligible consulting firms (“the Consultants”) to provide requisite services as per the TOR. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Consultants are encouraged to provide only materials that would be specific to the proposed services, and to avoid submitting generic promotional material. The shortlisting criteria are:

• The attention of interested Consultants is drawn to Clause 3.16 and 3.17 Section III of the World Bank’s Procurement Regulations for IPF Borrowers of July 2016 (revised in Nov 2017, August 2018, & Nov 2020) setting forth the World Bank’s policy on Conflict of Interest.
• A Consultant will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the World Bank’s Procurement Regulations for IPF Borrowers of November 2020 (Fourth Edition).
• Further information can be obtained at the address below during office hours.
• Expression of interest with all relevant documents and proof of qualification must be delivered in written form to the address below (in person or by courier) by 08th January 2025.
