Name of Project: Sindh Flood Emergency Rehabilitation Project -SFERP (Irrigation Component).

The Government of Sindh has applied for financing from the International Development Association for the Sindh Flood Emergency Rehabilitation Project (SFERP). The following works will be carried out under Sindh Flood Emergency Rehabilitation Project (SFERP) Irrigation Component (Additional Financing) and intends to apply part of the funds to cover eligible payments.

The Project Director (SFERP) Irrigation Component invites for each of following Contracts sealed bids separately from eligible bidders. Valid PEC Registration (Respective category & Codes as mentioned in bidding documents)

The Works are to be completed in 364 days.

Bidding will be conducted through National Competitive Bidding using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers”, Fifth Edition, September 2023 and is open to all eligible bidders as defined in the Procurement Regulations. (Single Stage One Envelope bidding process).

Interested eligible Bidders may obtain further information from office of the Project Director, Sindh Flood Emergency Rehabilitation Project (Irrigation Component) and inspect the bidding document during official hours 10:00 to 16:00 hours at the address given below.

A complete set of bidding documents in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Rs. 5,000/-. (Rupees Five Thousand Only). The method of payment will be through Bank Pay Order in favor of the Project Director, Sindh Flood Emergency Rehabilitation Project (SFERP).

Bids must be delivered to the office of the Project Director Sindh Flood Emergency Rehabilitation Project (SFERP) (Irrigation Component) at Bungalow No. 125-B, Khayaban-e-Bahria Defence Housing Authority Phase-VII, Karachi before or on above mentioned deadline. Electronic Bidding shall not be permitted. Late Bids will not be acceptable.

Bids will be opened as mentioned in the above table in the presence of the procurement committee members and authorized representatives of the bidders who wish to attend.

Bids shall be valid for a period of Ninety (90) days after bid submission. All Bids must be accompanied by Bid Security of Two Percent (02%) of Total Bid Price in shape of Bank Guarantee.

A Pre-bid meeting will be held at 14:00 hrs on 07th April 2025 in the Office of the Project Director, Project Implementation Unit, Sindh Flood Emergency Rehabilitation Project (Irrigation Component), Bungalow No. 125-B, Khayaban-e-Bahria, Defence Housing Authority Phase-VII, Karachi. All potential bidders who obtained the Bidding Documents are invited to attend.

All bidders shall be required to submit with their bids, qualification information specified in the bidding documents. This information shall be used to establish through Post Qualification whether the bidder is qualified to perform the work.

As provided in the bidding documents, bidders engaged in corrupt or fraudulent practices (including collusion/ pooling) will be declared ineligible, either indefinitely or for a stated period of time, to be awarded a contract financed by the World Bank.
