Issue date: 13th February 2025.
ASSIGNMENT TITLE: Procurement of Consultancy Services of Individual Consultants including (i) Contract Management Specialist (ii) Monitoring and Evaluation Specialist (iii) Manager Accounts and Budget for Project Coordination & Monitoring Unit (PCMU) under Sindh Water Agriculture Transformation (SWAT) Project.
The PCMU-Directorate of Sindh Water Sector & Barrages Improvement, P&D Department, Government of Sindh is implementing the World Bank financed Sindh Water & Agriculture Transformation (SWAT) Project and intends to apply part of the project cost for hiring of the services of Individual Consultants (ICs) in different fields on purely contract basis for providing support in implementation of the project activities being managed by PCMU.

In purview of the above, the services of three professionals/experts (i) Contract Management Specialist (ii) Monitoring and Evaluation Specialist (iii) Manager Accounts and Budget are required as per the details of qualifications & experience required for each positions/specialists described are given as under:

Required Qualification and Experience

Contract Management Specialist (CMS). (One Position)

  • Master’s degree in civil engineering (preferred), advanced degree in Business Administration, or a related field with a basic engineering background may also be considered if the track record is exceptionally relevant.
  • At least 12 years of experience in contract management, procurement, and project management, particularly in FIDIC-based contracts (large infrastructure). A track record on managing consultancy firms’ assignments is also preferred.
  • It is preferable that the candidate has proficiency in project management tools, including Primavera, MS Project etc.

Monitoring and Evaluation (M&E) Specialist. (One Position)

  • Master’s in social sciences preferably in Economics or Project Management from reputable University.
  • Overall, 15 years’ work experience in large development projects, preferably in water/agriculture sectors, preferably in public sector with specific 10 years work experience in the relevant M&E filed at lead/middle management level. Knowledge of designing and implementation of M&E system, result based monitoring & evaluation, logical framework approach and other mechanism including theory of change.

Manager Accounts and Budget.

(One Position)

  • Master’s with basic Degree in Finance or Commerce from reputable University.
  • Overall, 10 years’ work experience in accounting, internal controls, audit and financial audit with reputable organization, preferably in the public sector in the relevant field with specific 5 years’ similar work experience in foreign funded Projects.

Other Requirement:

  • Knowledge of donor funded projects will be an advantage.
  • Having good organizational, interpersonal and communication skills with proficiency in English and local languages and advanced computer skills with sound in software use, technical report writing and leadership skills.
  • At least second division in all education carrier.

The candidates will be selected in accordance with the methods/procedures set out in the World Bank Procurement Regulation for IPF Borrowers Goods, Works, Non-Consulting and Consulting Service 4th Edition, November 2020.

The successful candidates will be offered a market-based remuneration package with an initial period of two years based on the annual performance evaluation being conducted by the management. The place of posting would be in PCMU office Karachi with frequent travels to project areas.
