Request for Expression of Interest

The Government of Sindh is expected to receive a “Credit” from the International Development Association (IDA) for Sindh Flood Emergency Rehabilitation Project (Irrigation Component), and it intends to apply part of the proceeds of this credit to payments for “HIRING OF CONSULTING FIRM FOR RESIDENT SUPERVISION & MONITORING.”

The Project Director, Sindh Flood Emergency Rehabilitation Project (Irrigation Component) invites eligible consultancy firms/joint venture(s) with specific and proven competence and experience to indicate their interest in providing the consultancy services. Eligible firm(s) should submit Request for Expression of Interest (REOI) in English language along with relevant complete details of the qualifications and experience.

Interested consultants will be expected to demonstrate or provide explicit information / evidence of their qualification to perform this assignment, in their profiles, in the areas covered by the project as indicated above. Firms should have a specific and proven competence and experience in design, supervision, Monitoring, procurement and contract administration of civil works of similar nature.

Interested consulting firms and consortia must provide information indicating that they are qualified to perform above services (e.g. brochures, description of similar assignments, value of similar assignment); experience under similar conditions, availability of appropriate skill among staff etc. Consultants may associate to enhance their qualification. Consultants are encouraged to provide only materials that would be specific to the proposed services, and to avoid submitting generic promotional material.

The shortlisting criteria includes;

• Corporate Capacity (Core business and years of experience in same business for at least 10 years).
• The firm should have successful completed at least 05 assignments of similar scale and size in last 05 years focusing on these assignments in areas of design, supervision, Monitoring, Procurement, contract administration, quality assurance, Social, environment, management planning, implementation of resettlement action plan.
• The logistical capacity of firm.
• Number of technically qualified staff (CVs not required at this stage)

Consultants may associate to enhance their qualification, while submitting their Expression of Interest in association should clearly mention whether their association is a Joint Venture or Sub-consultancy. Moreover, under JV, each partner must be qualified to take over the responsibilities and roles of any of the partners in case one of them fails to perform or withdraws. In case of association of lead-sub consultant, the Lead Firm must be clearly mentioned in the REOI. However, consultants are not required to submit JV Agreement at shortlisting stage. In the case of a Joint Venture, the maximum number of members should not be more than three.

A consulting firm(s) / Joint Venture(s) will be selected in accordance with the procedures set out in the “World Bank Procurement Regulations for IPF Borrowers Goods, Works Non-Consulting and Consulting Services Fifth Edition September 2023 under Quality and Cost Based Selection (QCBS) method.

The attention of interested Consultants is drawn to paragraph 3.14 of the “World Bank Procurement Regulations for IPF Borrowers Goods, Works Non-Consulting and Consulting Services Fifth Edition September 2023, setting forth the World Bank’s policy on conflict of interest. Expression of Interest (EOI) must be delivered in a written form to the address below (in person, or Courier) by 28th Jan 2025, up to 1500 PST.
