GENERAL PROCUREMENT NOTICE

ISLAMIC REPUBLIC OF PAKISTAN

Second Karachi Water & Sewerage Services Improvement Project (KWSSIP-2)

Project ID No. P171422

The Government of Pakistan / Government of Sindh / Karachi Water & Sewerage Corporation has applied for financing in the amount of US$ 600 million equivalent from the World Bank toward the cost of the Phase-II, Second Karachi Water & Sewerage Services Improvement Project (KWSSIP-2), and intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. This project will be jointly financed by the Asian Infrastructure Investment Bank (AIIB) and the Government of Sindh as per following financing arrangement:

The project will include the following components:

Component 1- Capacity Building and Reform of KWSC

To build capacity and raise operational performance of KW&SC, as well as to institutionalize and transform it into a financially sustainable utility, this component will support an array of measures and consultancy assignments, as identified in the following areas:

  • Implementation of Communication Program & Capacity Development of CRM
  • Preparation and Implementation of Water Safety Plans
  • Institutional Reforms and Capacity Building in HR
  • Capacity Building in Asset Management, GIS and Data Collection Strategy (International Competitive Bidding)
  • Outsourcing of Metering & O&M
  • Advance Study for the adaptation of Trenchless technology for Infrastructure development in Karachi Water and Sewerage system (International Competitive Bidding)
  • Implementation of Gender Action Plan
  • Financial Management improvement

Component 2- Safely Managed Water Supply and Sanitation Services

The infrastructure interventions of the Phase-II, KWSSIP-2 has been selected to align investments dynamically with evolving reforms agenda with overall aim to reinforce the impact of capacity building and institutional Reforms. Expected contracts include:

  • K-IV Augmentation and Downstream Allied Works (International Competitive Bidding)
  • Viability Gap Funding (VGF) to support PPP Interventions
  • Priority Water Network Rehabilitation including O&M equipment, meters & DMAs to reduce NRW
  • Rehabilitation of Existing Filtration Plants (NEK K-II, 100 MGD), (Pipri JBIC, 50 MGD)
  • Rehabilitating water supply and sewerage in selected low-income communities (International Competitive Bidding)
  • Priority Sewer Network Rehabilitation and Extension (International Competitive Bidding)
  • Priority Works for Reducing Energy Consumption.

Component 3- Project Management and Studies

This component will support the studies and costs of managing the project and preparing subsequent interventions in the urban areas of Karachi.

  • Design Review and Construction Supervision of the Proposed Sub-Projects of Phase-2 (International Competitive Bidding)
  • Follow-up studies on energy audits (International Competitive Bidding)
  • Preparation of SOP-3, feasibility, E&S study, design & PC-1, follow up studies from the Master Plan Study (International Competitive Bidding)

Component 4- Contingent Emergency Response Component (CERC)

This Component will provide flexibility to GoS to reallocate funds to support emergency response activities in case of an eligible emergency.

Procurement of contracts will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers for Goods, Works, Non-Consulting and Consulting Services Fifth Edition dated: September 2023 and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.

Specific Procurement Notices for contracts to be bid under the World Bank’s International Competitive Bidding (ICB) procedures will be announced, as they become available, in UN Development Business online, on the World Bank’s external website and www.kwssip.gos.pk and News Papers of National circulations in the Borrower’s country.
