REQUEST FOR EXPRESSION OF INTEREST

(CONSULTING SERVICES – FIRMS SELECTION)

1. The Karachi Water & Sewerage Board intends to apply for financing from the International Bank for Reconstruction and Development (IBRD) / Asian Infrastructure Investment Bank (AIIB) and the counterpart share of funds from GOS for the Karachi Water & Sewerage Services Improvement Project (KWSSIP) and intends to apply part of the proceeds to make payments against the consulting services.

2. The consulting services include the review of the K-IV Augmentation design and supervision of the works related to the K-IV Augmentation project. The firm will fulfill the Engineer"s role with the objective of ensuring that the works adhere to high standards of workmanship, are completed according to the specified schedule, specifications, drawings, and Bill of Quantities (BOQ), and meet acceptable environmental standards while aligning with the Client’s requirements. The Engineer shall also implement a Quality Management System in accordance with approved standards.

3. The Implementation Period for the Assignment is Twenty Two (22) months, which is likely to commence in September 2024.

4. The detailed Terms of Reference (TOR) for the assignment can be obtained from the address given below during the office hours, i.e. 0900 – 1700 Hours on working days, Monday to Friday or downloaded from KW&SC KWSSIP website: www.kwssip.gos.pk

5. The Project Implementation Unit (PIU), Karachi Water and Sewerage Services Improvement Project (KWSSIP), now invites eligible Consulting Firms to express their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualification and relevant experience to perform the Services.

6. The Shortlisting Criteria are:

• Track Record: Company Capacity (Core business, should have a proven track record of 15 years of working as construction supervision consultant and showing legal registration of the firm.
• General Experience: Experience of providing services related to Design & Detailed Construction Supervision for Five (05) mega infrastructure development works undertaken during the last ten (10) years having a minimum contract value of US$ 4 million.
• Relevant Experience:
• Experience of at least three (03) consultancy assignment(s) completed in the last 10 years for Detailed Construction Supervision Services of Bulk Water Transmission Line Projects of large diameters and allied facilities having a minimum contract value of US$ 4 Million
• Experience of at least two (02) consultancy assignment(s) completed in the last 10 years for the Design Review or Detailed Design Services related to Bulk Water Transmission Line Projects of large diameters and allied facilities having a minimum contract value of US$ 1 million.

4. Overall Managerial Capacity (Core Managerial and Technical Staff)

7. The attention of interested Consultants is drawn to Section III, paragraphs, (3.14) (3.16) (3.17) (3.18) (3.20) & (3.21) of the World Bank’s “Procurement Regulations for IPF Borrowers” of September 2023 setting forth the World Bank’s policy on conflict of interest.

8. Consultants may associate with other firms to enhance their qualification, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

9. A Consultant will be selected in accordance with the [Section-VII Open Competitive Selection of Consulting Firm, Clause 7.3 (QCBS) of World Bank’s Procurement Regulations for IPF Borrowers (September 2023)
