The Government of Islamic Republic of Pakistan represented by Government of Balochistan has received financing from the World Bank toward the cost of the Integrated Flood Resilience and Adaptation Program (IFRAP) Project, and intends to apply part of the proceeds for consulting services for preparation of detailed designs, procurement assistance and supervision of works.

• .The detailed Terms of Reference (TOR) for the assignment can be found at the following website: www.ifrappius.org.pk or can be obtained at the address given below.
• The Project Implementation Unit (IFRAP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services for providing requisite services as per the TOR. Consultants are encouraged to provide only materials that would be specific to the proposed services, and to avoid submitting generic promotional material. The shortlisting criteria are i) Corporate Capacity (Core business and years of experience in same business for at least 10 years); ii) at least five (5) similar assignments undertaken in the last Ten years indicating the nature and scope of these assignments in areas of design, supervision, procurement, contract administration, quality assurance, environment, management planning, implementation of resettlement action plan; It may be noted that specific experience of supervision (similar assignments) is mandatory iv) the logistical capacity of firm and; v) number of technically qualified staff (CVs not required at this stage)
• Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. The rationale for association with brief specialties to enhance the qualification shall be mentioned with broad job description of each member of association (JV and/or sub-consultant). In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Interested consulting firms should provide information demonstrating they have the required qualifications and relevant experience to perform the services.
• The attention of the interested consultants is drawn to Section III - Governance, paragraphs 3.14 [Conflict of Interest], 3.16 and 3.17 [Consulting Services] of the World Bank’s Procurement Regulations for IPF Borrowers November 2020
• Expressions of Interest may reach the address mentioned below on or before July 31, 2024. at 1600 hours (PST).
• A consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the World Bank’s Procurement Regulations.
