1. The Provincial Government of Sindh has received a credit from the World Bank toward the cost of the Sindh Flood Emergency Rehabilitation Project (SFERP) under Credit No. IDA-72500-PK and intent to apply a part of the proceeds of this credit to eligible payments under the contract for the Procurement of Works.

2. The Sindh Flood Emergency Rehabilitation Project (SFERP) now invites sealed Bids from eligible Bidders for Procurement of Works of Flood affected Water Supply and Drainage Schemes for following districts under different Packages.

3. Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” “Procurement Regulations for IPF Borrowers” dated November, 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. The bidding procedures is single stage one envelope. Bidders may bid for one or both Packages. The evaluation of the bid shall be lot wise.

4. Interested eligible bidders may obtain further information from Sindh Flood Emergency Rehabilitation Project (SFERP). Address: Plot#1, Block 3, KDA Scheme 5, Clifton, Karachi, Pakistan, Phone Number: 0092-21-34166274 email: pmu.serproject@gmail.com and inspect the bidding document during office hours i.e., 0900 to 1600 hours at the address given below.

5. The bidding document in English may be obtained free of cost by interested eligible Bidders from the Project Director SFERP Office upon submission of written request on company letter head.

6. A Pre-bid Meeting shall take place on the date, time and place detail below. Bidders have the option to attend pre-bid meeting online. The connection details are as follows:

7. Bids must be delivered on or before 7th June, 2024 at 2:30 PM at the address mentioned below. Electronic Bidding will not be permitted. Late Bids shall be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 7th June, 2024 at the time specified against each package under Serial-2 above.

8. The bidder shall submit Bid Security @ 02% of total bid amount in form of unconditional Bank Guarantee/CDR/PO issued from any scheduled Bank of Pakistan. Bids received without Bid Security shall be rejected.

9. Attention of bidders is drawn to the Procurement Regulations for IPF Borrowers dated November 2020 requiring the Borrower to disclose information on the successful Bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the Bidding Document.”
