• The Baluchistan Livelihood and Entrepreneurship Project (BLEP), Planning and Development Department, Government of Baluchistan has received financing from the World Bank toward the cost of the and intends to apply part of the proceeds toward payments under the contract for Training (skill development) of female beneficiaries in four (04) districts (Chaghi, Noshki, Mastung & Kila Abdullah) of Balochistan (Package # 2).

• The Project Management and Implementation Unit (PMIU), Baluchistan Livelihood and Entrepreneurship Project (BLEP), Planning and Development Department, Government of Baluchistan now invites sealed Bids from eligible Bidders for Training (skill development) of female beneficiaries in four (04) districts (Chaghi, Noshki, Mastung & Kila Abdullah) of Balochistan (Package # 2) [five months contract training (skill development) in accordance with NAVTTC / TTB curriculum with tool kits].

• Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers dated July 2016 revised November 2017 and August 2018” and is open to all eligible Bidders as defined in the Procurement Regulations.

• Interested eligible Bidders may obtain bidding document during office hours i.e. 9:00 AM to 5:00 PM at the address given below.

• The Bidding Document in English may be purchased by interested eligible Bidders upon the submission of a formal application and deposit challan / receipt of PKR 1000/- as nonrefundable tender fee in the Account # C03870 (Treasury) in the name of Head of Project, Baluchistan Livelihood and Entrepreneurship Project (BLEP).

• Bids must be delivered to the address below on or before April 3rd, 2024 at 11:00 AM. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on April 3rd, 2024 at 11:00 AM. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.

• All Bids must be accompanied by a “Bid Security” of PKR 60,00,000/- in the form of Bank guaranty / pay order or demand draft issued by any schedule commercial bank of Pakistan.
